The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission
reserves the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public
Notice may depend on the Commission's action on another satellite application earlier in the queue. Petitions,
oppositions and other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's
rules, unless otherwise noted. 47 C.F.R. § 25.154.

Spectrum Five LLC (Spectrum Five) has filed a request to extend or waive the milestone to complete construction of the first satellite in its system
of two direct broadcast satellites. Spectrum Five requests an extension of that milestone until November 29, 2012, or waiver of the milestone
requirement. The application was originally filed by Spectrum Five as a petition for declaratory ruling with an LOI file number,
SAT-LOI-20101126-00245. For record-keeping purposes, the application has been re-labeled in the International Bureau Filing System as two
modification applications affecting the two call signs for Spectrum Five's proposed satellites.

EchoStar Corporation requests special temporary authority to conduct telemetry, tracking, and control in the 12.2-12.7 GHz (space-to-Earth) and
17.3-17.8 GHz (Earth-to-space) frequency bands necessary to operate the EchoStar 3 satellite at the 61.45° W.L. orbital location as an in-orbit
spare satellite for a period of 180 days.
