Special Temporary Authority

On December 21, 2010 the Satellite Division granted, with conditions, special temporary authority to XM Radio Inc. to operate the terrestrial
repeaters as specified in Attachment D to the Consent Decree adopted on July 25, 2008 (FCC 08-177), for a period of 180 days. This grant is
taken in response to the Commission's instruction in the Establishment of Rules and Policies for the Digital Audio Radio Satellite Service in the
2310-2360 MHz Frequency Band, IB Docket No. 95-91, Second Report and Order, FCC 10-82 (rel. May 20, 2010). As a result of the
Commission's instruction, the Satellite Division also took the ministerial action of dismissing the petition filed by the WCS Coalition to deny
XM's STA request.

On December 21, 2010, the Satellite Division granted, with conditions, special temporary authority to Sirius Satellite Radio Inc. to operate the
terrestrial repeaters as specified in Attachment E to the Consent Decree adopted on July 25, 2008 (FCC 08-176), for a period of 180 days. This
grant is taken in response to the Commission's instruction in the Establishment of Rules and Policies for the Digital Audio Radio Satellite Service
in the 2310-2360 MHz Frequency Band, IB Docket No. 95-91, Second Report and Order, FCC 10-82 (rel. May 20, 2010). As a result of the
Commission's instruction, the Satellite Division also took the ministerial action of dismissing the petition filed by the WCS Coalition to deny
Sirius's STA request.

On December 21, 2010, the Satellite Division granted, with conditions, special temporary authority to Sirius Satellite Radio Inc. to operate four
terrestrial repeaters, each with an Effective Isotropically Radiated Power (EIRP) of less than 2,000 watts (average) at various locations in Alaska
and Hawaii, for a period of 180 days. This grant is taken in response to the Commission's instructions in the Establishment of Rules and Policies
for the Digital Audio Radio Satellite Service in the 2310-2360 MHz Frequency Band, IB Docket No. 95-91, Second Report and Order, FCC
10-82 (rel. May 20, 2010). As a result of this instruction by the Commission, the Satellite Division also took the ministerial action of dismissing
the petitions to deny Sirius's STA request to operate repeaters in Alaska and Hawaii that were filed by the National Association of Broadcasters
(NAB), Mt. Wilson FM Broadcasters, Inc., and the Alaska Broadcasters Association/the Hawaii Association of Broadcasters.

On December 21, 2010, the Satellite Division granted, with conditions, special temporary authority to Sirius XM Radio Inc. to operate five
terrestrial repeaters, each with an Effective Isotropically Radiated Power (EIRP) at or above 2,000 watts (average) in Cincinnati, Ohio, for a
period of 180 days. This grant is taken in response to the Commission's instruction in the Establishment of Rules and Policies for the Digital
Audio Radio Satellite Service in the 2310-2360 MHz Frequency Band, IB Docket No. 95-91, Second Report and Order, FCC 10-82 (rel. May 20,
2010). As a result of the Commission's instruction, the Satellite Division also took the ministerial action of dismissing the objection filed by the
WCS Coalition against Sirius's STA request.

Special Temporary Authority

On January 3, 2011, the Satellite Division granted, with conditions, special temporary authority, for a period of 30 days, to GeoEye License Corp.
to operate telemetry, tracking and telecommand frequencies during the de-orbiting of the OrbView-3 satellite through atmospheric re-entry.
GeoEye is authorized to operate TT&C in the 2092.536-2092.664 MHz and 402.69-402.75 MHz (Earth-to-space), and 401.47-401.53 MHz,
8189.982-8190.018 MHz and 8115-8265 MHz (space-to-Earth) frequency bands.

Grant of Authority                                                                                                        Effective Date:      01/06/2011



On January 6, 2011, the Satellite Division granted, with conditions, special temporary authority to PanAmSat Licensee Corp. for a period of 30
days to continue to conduct telemetry, tracking, and telecommand operations necessary to drift Intelsat 2 from 157.0° E.L. to 174.0° E.L., and to
provide Fixed-Satellite Service temporarily from that location. PanAmSat is authorized to conduct TT&C using the following frequencies:
6424.5 MHz (H) and 5925.5 MHz (H) (Earth-to-space), and 4198.5 MHz (H, V) and 4199.5 MHz (H, V) (space-to-Earth). PanAmSat is also
authorized to operate Intelsat 2 in the C- and Ku-bands at 174.0° E.L. at 174.0° E.L. using the following frequencies: 3700-4200 MHz
(space-to-Earth), 5925-6425 MHz (Earth-to-space), 12250-12750 MHz (space-to-Earth), and 14000-14500 MHz (Earth-to-space).

On January 6, 2011, the Satellite Division granted, with conditions, special temporary authority to Intelsat North America LLC, for a period of 60
days, to continue to conduct telemetry, tracking and telecommand necessary to drift its C- and Ku-band space station, Intelsat 706, to the 72.1°
E.L. orbital location, and to provide Fixed-Satellite Service temporarily from that location. Intelsat is authorized to conduct TT&C using the
following frequencies: 3947.5 MHz, 3948.0 MHz, 3952.5 MHz, 3952.0 MHz (space-to-Earth), and 6173.7 MHz and 6176.3 MHz
(Earth-to-space). Intelsat is also authorized to provide FSS at the 72.1° E.L. orbital location in the following frequency bands: 3700-4200 MHz
(space-to-Earth), 10950-11200 MHz (space-to-Earth), 11450-11700 MHz (space-to-Earth), 12500-12750 MHz (space-to-Earth), 5925-6425 MHz
(Earth-to-space), and 14000-14500 MHz (Earth-to-space).

On January 6, 2011, the Bureau determined that Intelsat North America LLC met the launch and operation milestone associated with the
authorization for the Intelsat 17 satellite at the 66º E.L. orbital location. Accordingly, the requirement for Intelsat to file a bond pursuant to
condition 18.b. of the authorization for Intelsat 17 no longer applies, as provided in the Amendment of the Commission's Space Station
Licensing Rules and Policies, First Report and Order and Further Notice of Proposed Rulemaking, IB Docket No. 02-34, 18 FCC Rcd
10760 (2003); Amendment of the Commission's Space Station Licensing Rules and Policies, First Order on Reconsideration and Fifth
Report and Order, IB Docket No. 02-34, 19 FCC Rcd 12637 (2004).
