On December 15, 2010, the Satellite Division granted, with conditions, special temporary authority to Sirius XM Radio Inc., for a period of 180
days, to continue to operate Satellite Digital Audio Radio Service (SDARS) terrestrial repeaters that were previously authorized to operate under
multiple separate grants of special temporary authority, as listed in Sirius XM's application. Each repeater will operate with an effective
isotropically radiated power of less than 12000 watts (average) at various locations throughout the United States. These repeaters will operate in
the 2320-2345 MHz frequency band allocated exclusively to the use of SDARS.

On December 15, 2010, the Satellite Division granted, with conditions, special temporary authority to XM Radio Inc., for a period of 180 days, to
continue to operate Satellite Digital Audio Radio Service (SDARS) terrestrial repeaters that were previously authorized to operate under multiple
separate grants of special temporary authority, as listed in XM Radio's application. Each repeater will operate with an effective isotropically
radiated power of less than 12000 watts (average) at various locations throughout the United States. These repeaters will operate in the
2320-2345 MHz frequency band allocated exclusively to the use of SDARS.

On December 15, the Satellite Division granted, with conditions, special temporary authority to Sirius XM Radio Inc., for a period of 180 days, to
operate six Satellite Digital Audio Radio Service (SDARS) terrestrial repeaters at levels of up to 12,000 watts equivalent isotropically radiated
power (average) in various locations throughout the United States. Three of the repeaters will operate in the 2320-2332.5 MHz band, and the
other three repeaters will operate in the 2332.5-2345 MHz band. Both of these bands have been allocated for the exclusive use of SDARS.

On December 14, 2010, the Satellite Division granted, with conditions, special temporary authority to EchoStar Corporation for a period of 30
days to conduct telemetry, tracking, and control in the 12.2-12.7 GHz (space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands
necessary to operate the EchoStar 3 satellite at the 61.45º W.L. orbital location as an in-orbit spare satellite.

On December 16, 2010, the Satellite Division granted, with conditions, special temporary authority to Intelsat North America LLC, for a period of
60 days, to continue to operate its C- and Ku-band space station, Intelsat 709, at the 54.85º E.L. orbital location. Specifically, Intelsat is
authorized to conduct telemetry, tracking, and telecommand operations with the Intelsat 709 space station at the 54.85º E.L. orbital location using
the following frequencies: 6173.7 MHz and 6176.3 MHz (left-hand circular polarization/Earth-to-space); 3947.5 MHz, 3948.0 MHz , 3952.5
MHz, and 3952.0 MHz (right-hand circular polarization/space-to-Earth). Intelsat is also authorized to operate the Intelsat 709 space station in the
3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 10950-11200 MHz (space-to-Earth), 11450-11700 MHz (space-to-Earth),
12500-12750 MHz (space-to-Earth), and 14000-14500 MHz (Earth-to-space) frequency bands to provide fixed-satellite service from the 54.85º
E.L. orbital location.

Special Temporary Authority

On December 16, 2010, the Satellite Division granted, with conditions, special temporary authority, for a period of 60 days, to continue to operate
the C-band frequencies (3700-4200 MHz/5925-6425 MHz) with the opposite polarization sense than that authorized in the current AMC-2
authorization. See IBFS File No. SAT-MOD-20100324-00056 (granted June 21, 2010).

On December 16, 2010, the Satellite Division granted, with conditions, the request of Intelsat North America LLC to extend by 30 days,
from December 17, 2010 until January 16, 2011, the deadline to file a $750,000 bond in connection with the Intelsat 17 space station
(S2814) assigned to the 66 E.L. orbital location. See IBFS File No. SAT-LOA-20100726-00167. Intelsat 17 was launched on November
26, 2010, and is currently undergoing in-orbit testing at the 63.15º E.L. orbital location.
