Nature of Service:       Fixed Satellite Service


On November 17, 2010, the Satellite Division granted, with conditions, authority to Intelsat North America LLC to construct, launch, and operate
a C-/Ku-band geostationary orbit space station, to be known at Intelsat 17, at the 66º E.L. orbital location. Accordingly, Intelsat is authorized to
operate the Intelsat 17 space station at 66º E.L. to provide fixed-satellite service in the 3625-4200 MHz (space -to-Earth), 5850-6425 MHz
(Earth-to-space), 10.95-11.20 GHz (space -to-Earth), 11.45-11.70 GHz (space -to-Earth), 12.50-12.75 GHz (space -to-Earth), 13.75-14.5 GHz
(Earth-to-space) frequency bands. Intelsat is also authorized to conduct telemetry, tracking, and telecommand operations using frequencies
centered on 3947.5 MHz and 3952.5 MHz (space-to-Earth) and 6173.7 MHz and 6176.3 MHz (Earth-to-space) necessary to maintain Intelsat 17
at the 66º E.L. orbital location.

Special Temporary Authority
Grant of Authority                                                                                                   Effective Date:     11/16/2010



On November 16, 2010, the Satellite Division granted, with conditions, special temporary authority to Sirius XM Radio Inc. for a period of 180
days to continue to operate two terrestrial repeaters at power levels of up to 2,000 watts equivalent isotropically radiated power (average) in New
York, NY. One repeater will operate in the 2320-2332.5 MHz band, and the other repeater will operate in the 2332.5-2345 MHz band.

Special Temporary Authority

On November 16, 2010, the Satellite Division granted, with conditions special temporary authority to Sirius XM Radio Inc. to continue to operate,
for a period of 180-days, five terrestrial repeaters having an average Effective Isotropically Radiated Power (EIRP) of up to 2000 watts for use on
the Sirius network (2320-2332.5 MHz) and one terrestrial repeater having an average EIRP of up to 2000 watts for use on the XM network
(2332.5-2345 MHz) at various locations throughout the United States, as set forth in Sirius XM's application.

On November 15, 2010, the Satellite Division granted, with conditions, special temporary authority to EchoStar Corporation for a period of 30
days to conduct telemetry, tracking, and control necessary to operate the EchoStar 3 satellite at the 61.45º W.L. orbital location as an in-orbit
spare satellite.

Special Temporary Authority
Grant of Authority                                                                                                   Effective Date:     11/18/2010



On November 18, 2010, the Satellite Division granted, with conditions, special temporary authority to SES Americom, Inc. for a period of 60 days
to continue to conduct telemetry, tracking, and control operations necessary to maintain the AMC-5 satellite at the 79.05º W.L. orbital location
using the following frequencies: 14.001 GHz (telecommand), 11.701 GHz (telemetry), and 11.702 GHz (telemetry). SES Americom is also
authorized to continue operating AMC-5's communication payload in the 11.7-12.2 GHz (space-to-Earth) and 14.0-14.5 GHz (Earth-to-space)
frequency bands at this location.

INFORMATIVE:

The 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 11.7-12.2 GHz (space-to-Earth), and
14.0-14.5 GHz (Earth-to-space) frequencies previously licensed to PanAmSat Licensee Corp. (PanAmSat) at the 76.85
W.L. orbital location are available for reassignment effective 2:00 PM Eastern Time on the day this Public Notice is
released. Applicants may file applications for new space stations, market access by non-U.S. licensed space stations,
modifications to licensed space stations, or amendments that take this announcement into account. PanAmSat is no
longer operating a space station at that location in those bands. See also Letter from Jennifer Hinden, Esq., Counsel to
