The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission
reserves the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public
Notice may depend on the Commission's action on another satellite application earlier in the queue. Petitions,
oppositions and other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's
rules, unless otherwise noted. 47 C.F.R. § 25.154.

LightSquared Subsidiary LLC (LightSquared) requests modification of its authority for an Ancillary Terrestrial Component (ATC). LightSquared
states that its ATC authority was based on meeting the integration criteria in Section 25.149(b)(4) of the rules exclusively via use of "dual mode"
handsets. In its application, LightSquared seeks to expand the authorization for ATC to include integration based on the offering of an integrated
MSS/Terrestrial chipset under Section 25.149(b)(4)(i) and/or an integrated MSS/Terrestrial service offering under Section 25.149(b)(4)(ii) of the
rules. LightSquared requests that, if the information provided does not establish compliance with the rule, the Commission waive the
requirement.

Pursuant to section 1.1200(a) of the Commission’s rules, this proceeding is designated as "permit-but-disclose" for purpose of the ex parte rules.

Comments concerning this request are due not later than November 29, 2010, and replies not later than December 6, 2010.

Special Temporary Authority


EchoStar Corporation has filed a request for Special Temporary Authority (STA) to operate the EchoStar 4 satellite in the Direct Broadcast
Satellite (DBS) service at the 86.5º W.L. orbital location for a 180-day period. In separate but related applications for STA, EchoStar has
requested authority inconnection with relocation of the EchoStar 4 satellite from the 77º W.L. orbital location, where it is currently stationed as a
Mexican-licensed satellite, to the 86.5º W.L. orbital location, and to operate the satellite at that location for an initial 30-day period. See
