Special Temporary Authority
Grant of Authority                                                                                                    Effective Date:      06/25/2010



On June 25, 2010, the Satellite Division granted in part, with conditions, and deferred in part, the application of PanAmSat Licensee Corp. for
special temporary authority. PanAmSat is authorized, for a period of 90 days beginning June 25, 2010, to conduct telemetry, tracking and
telecommand necessary to drift its C- and Ku-band space station, Intelsat 2, from the 169.10º E.L. orbital location to the 157º E.L. orbital location,
and to maintain Intelsat 2 at the 157º E.L. orbital location upon arrival. PanAmSat is authorized to conduct TT&C operations on the 6424.5 MHz
and 5925.5 MHz (Earth-to-space) and 4198.5 MHz and 4199.5 MHz (space-to-Earth) frequencies. PanAmSat's request to operate the
communications payload on the Intelsat 2 space station at the 157º E.L. orbital location was deferred.

On June 30, 2010, the Satellite Division granted, with conditions, special temporary authority to DISH Operating LLC for 180 days to operate its
EchoStar 1 satellite in the 12.2-12.7 GHz (space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands from the 77.15º W.L. orbital
location on a non-harmful-interference basis.

Special Temporary Authority

On July 1, 2010, the Satellite Division granted, with conditions, special temporary authority to Intelsat North America LLC for a period of 30
days to conduct Telemetry, Tracking, and Telecommand operations with the Intelsat 603 space station and to provide Fixed-Satellite Service
temporarily in certain C- and Ku-band frequencies from the 11.5º E.L. orbital location. Specifically, Intelsat is authorized to provide FSS
temporarily from this location in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 10950-11200 MHz (space-to-Earth),
11450-11700 MHz (space-to-Earth), and 14000-14500 MHz (Earth-to-space) frequency bands, and to conduct telemetry, tracking and
telecommand operations using the following frequencies: 6173.7 MHz, 6176.3 MHz, 3947.5 MHz, 3948.0 MHz, 3952.0 MHz, and 3952.5 MHz.

On June 30, 2010, the Satellite Division granted, with conditions, special temporary authority to SES Americom, Inc., for a period of 30-days to
conduct Telemetry, Tracking, and Telecommand operations necessary to drift SATCOM C-3 space station to the 79.15° W.L. orbital location and
to maintain SATCOM C-3 at that location, using the following frequencies: 3700.5 MHz (Horizontal/space-to-Earth) and 4199.5
(Vertical/space-to-Earth); and 6423.5 MHz (Horizontal/Earth-to-space).

Special Temporary Authority
Grant of Authority                                                                                                   Effective Date:     06/25/2010



On June 25, 2010, the Satellite Division granted, with conditions, special temporary authority to Sirius XM Radio, Inc. to operate two terrestrial
repeaters, each with an Effective Isotropically Radiated Power (EIRP) of up to 2000 watts (average), in Baltimore, Maryland, for a period of 60
days. Sirius XM is authorized to operate these repeaters in the 2320-2345 MHz frequency band, which is assigned for the exclusive use of the
Satellite Digital Audio Radio Service (SDARS).
