SAT-AMD-19990323-00032              S2213          PANAMSAT LICENSEE CORP.
Amendment


PanAmSat Licensee Corporation has filed an amendment to its pending application to construct, launch and operate a hybrid
C/Ku-band satellite, PAS-12. (See File No. 8-SAT-P/LA-96; IBFS No. SAT-LOA-19951012-00166.) This amendment changes the
proposed PAS-12 satellite from a hybrid C/Ku-band satellite to a C-band only satellite.

Amendment


PanAmSat Corporation has filed an amendment to its pending application to construct, launch and operate a C/Ku-band hybrid
communication satellite. See File No. 111-SAT-P/LA-97, IBFS No. SAT-LOA-19970828-00079. First, PanAmSat is redesignating
the satellite Galaxy XI, rather than Galaxy II(H) as identified in the pending application. Second, PanAmSat requests authority to
operate this satellite at 91 degrees W.L., rather than 74 degrees W.L. as requested in the pending application. Further, because of the
loss of the Galaxy IV satellite in May 1998, PanAmSat requests that the Galaxy XI satellite be granted an interim assignment of 99
degrees W.L., pending the launch of Galaxy IV-R. The Galaxy IV-R satellite will replace the lost Galaxy IV satellite at 99 degrees W.L.

Comsat Corporation, thorugh its COMSAT Mobile Communications business unit, requests authority pursuant to Section 504(c) of the
International Maritime Satellite Act and Section 214 of the Communications Act of 1934, as amended, to provide leased Inmarsat-B
mobile-satellite communications services to the U.S. Navy.

communications services via the Inmarsat Ltd. satellite system between aeronautical mini-M terminals in international flight and
COMSAT's U.S. land earth stations at Southbury, CT (WB-36 and WA-28) and Santa Paula, CA (KA-31).

Modification
EchoStar Satellite Corporation has filed an application to modify its Direct Broadcast Satellite authorization for operations at the 61.5
degrees W.L. orbital location. EchoStar is authorized to operate 11 even-numbered channels 2-22 at 61.5 degrees W.L. R/L DBS
Corporation holds the authoriztion for the 11 odd-numbered channels 1-21 and Dominion Video Satellite, Inc. is authorized to operate
8 channels 25-32 (odd- and even-numbered). EchoStar seeks to modify its authorization to permit operation over the two unassigned
channels (23 and 24) at 61.5 degrees W.L.



SAT-STA-19990630-00073                              DIRECTV, INC.
Special Temporary Authority


Directv, Inc. has filed a Request for Special Temporary Authority to operate its DBS-1R direct broadcast satellite at 82 degrees W.L.
for an eight-week period after that satellite is launched. It is anticipated that the satellite will be launched in August 1999 and,
ultimately, will be position at 101.2 degrees W.L.
