On December 9, 2009, the Satellite Division granted, with conditions, the request of EchoStar Corporation for special temporary authority for a
period of 180 days, commencing on October 25, 2009, to continue operating the tracking, telemetry, and command functions necessary to
maintain the EchoStar 8 satellite at the 77° W.L. orbital location and to operate the EchoStar 8 satellite at that location.

On December 10, 2009, the Satellite Division granted, with conditions, special temporary authority to Sirius XM Radio, Inc. to continue to
operate two terrestrial repeaters in Harrisburg, Pennsylvania, for a period of 180 days. Sirius XM Radio will operate one terrestrial repeater with
an average effective isotropically radiated power (EIRP) of up to 1000 watts for use on the Sirius network (2320-2332.5 MHz) and one terrestrial
repeater with an average EIRP of up to 2000 watts for use on the XM network (2332.5-2345 MHz). Both of these bands are assigned for Sirius
XM's exclusive use to provide Satellite Digital Audio Radio Service (SDARS).

On December 10, 2009, the Satellite Division granted, with conditions, special temporary authority to Sirius XM Radio Inc. to operate two
existing terrestrial repeaters in Puerto Rico for a period of 180 days. The two repeaters will operate at heights and power levels different from the
parameters previously authorized. See Sirius XM Radio Inc., Order and Authorization, IBFS File No. SAT-STA-20081027-00210 (Int'l Bur.,
Sept. 11, 2009). Each repeater is authorized to operate with an average effective isotropically radiated power of up to 2,000 watts. This
authorization is granted according to the technical parameters specified in Sirius XM's application, as clarified. See Letter from James Blitz, Vice
President and Regulatory Counsel for Sirius XM, dated December 2, 2009.

On December 9, 2009, the Satellite Division granted, with conditions, special temporary authority to Sirius XM Radio Inc. for a period of 180
days, commencing on November 11, 2009, to continue to operate two terrestrial repeaters with average effective isotropically radiated power
levels of up to 800 watts at the Delphi Corp. plant in Kokomo, IN. Sirius XM Radio will operate one of the repeaters in the 2320-2332.5 MHz
frequency band and will operate the other repeater in the 2332.5-2345 MHz frequency band. Both of these bands are assigned for the exclusive
use of Sirius XM to provide Satellite Digital Audio Radio Service (SDARS).

On December 8, 2009, the Satellite Division designated the above-captioned proceeding as "permit-but-disclose" for purposes of the
Commission's rules governing ex parte communications. We find that designating this proceeding as "permit-but-disclose" will facilitate
communications with the parties. Thus, we designate IBFS File No. SAT-MOD-20080904-00165 as "permit-but-disclose," effective
December 8, 2009. See 47 C.F.R. §§ 1.1200(a), 1.1206 and 1.1208 note 2.
