On November 13, 2009, the Satellite Division granted, with conditions, special temporary authority to PanAmSat Licensee Corp. for a period of
30 days, commencing November 24, 2009, to conduct in-orbit testing (IOT) of the Intelsat-14 C-/Ku-band geostationary orbit space station at the
47º W.L. orbital location and to drift Intelsat 14 from 47º W.L. to its assigned orbital location of 45 º W.L. after completion of IOT operations.
PanAmSat is authorized to use the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 11.45-11.95 GHz (space-to-Earth), and
14.0-14.5 GHz (Earth-to-space) frequency bands for these operations.

Special Temporary Authority
Grant of Authority                                                                                                   Effective Date:      11/19/2009



On November 19, 2009, the Satellite Division granted, subject to conditions, the request of Sirius XM Radio Inc. for special temporary authority
for a period of 180 days to operate two new terrestrial repeaters at power levels of up to 2,000 watts effective isotropically radiated power (EIRP)
(average) in Detroit, Michigan. These repeaters will operate in the 2320-2332.5 MHz frequency band, which is assigned for Sirius XM's
exclusive use to provide Satellite Digital Audio Radio Service (SDARS).
