On October 1, 2009, the Satellite Division granted, subject to conditions, the application of PanAmSat Licensee Corp. for authority to construct,
launch, and operate a C-/Ku-band geostationary orbit space station, Intelsat-14, at the 45º W.L. orbital location. PanAmSat is authorized to
operate the Intelsat-14 space station at the 45º W.L. orbital location to provide Fixed-Satellite Services in the following frequency bands:
3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 11.45-11.95 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) GHz.

On October 1, 2009, the Satellite Division changed the status of this EchoStar Corporation application to "granted," pursuant to Section 1.62 of
the Commission's rules, for a period of 180 days commencing on April 28, 2009, to continue to operate the tracking, telemetry, and command
operations necessary to maintain the EchoStar 8 satellite at the 77º W.L. orbital location, and to operate the EchoStar 8 satellite at that location.

On October 1, 2009, the Satellite Division granted EchoStar Corporation special temporary authority for a 30-day period to perform telemetry,
tracking and command operations on a non-harmful-interference basis during the relocation of the EchoStar 1 satellite to the 77.15º W.L. orbital
location.

On October 1, 2009, the Satellite Division granted, with conditions, XM Radio Inc.'s request for special temporary authority, for a period of 60
days, to operate a terrestrial repeater with an Effective Isotropically Radiated Power of 2000 watts (average) at the Tropicana Hotel in Las Vegas,
Nevada. XM Radio is authorized to operate this repeater in the 2332.5-2345 MHz frequency band, which is assigned for its exclusive use to
provide Satellite Digital Audio Radio Service (SDARS). XM Radio has a pending request for special temporary authority to operate a repeater at
this location for a period of 180 days. See SAT-STA-20090930-00102.

The Bureau has determined that Orbcomm License Corp. has met the Contract Execution and Critical Design Review (CDR) milestones
associated with this authorization (File No. SAT-MOD-20070531-00076). Consequently, Orbcomm may reduce the bond amount by 40%
as provided in the Amendment of the Commission's Space Station Licensing Rules and Policies, First Report and Order and Further Notice
of Proposed Rulemaking. IB Docket No. 02-34, 18 FCC Rcd 10760 (2003); Amendment of the Commission's Space Station Licensing
Rules and Policies, First Order on Reconsideration and Fifth Report and Order, IB Docket No. 02-34, 19 FCC Rcd 12637 (2004).
Accordingly, Orbcomm may reduce its bond to a value of $3,000,000.
