The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission
reserves the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public
Notice may depend on the Commission's action on another satellite application earlier in the queue. Petitions,
oppositions and other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's
rules, unless otherwise noted. 47 C.F.R. § 25.154.

Launch and Operating Authority


Pegasus Development DBS Corporation (Pegasus) requests authority to construct, launch, and operate a 17/24 GHz Broadcasting-Satellite Service
(BSS) space station at the 95° W.L. orbital location, which is an orbital location specified in Appendix F location of the 17/24 GHz BSS Report
and Order, FCC 07-76 (rel. May 4, 2007), at full power and with full interference protection. (See FCC 07-76 and 07-174 for a complete
explanation of the rules and policies regarding the spacing framework and interference protections adopted by the Commission). Pegasus seeks to
use the 17.3 -17.7 GHz and 17.7-17.8 GHz (space-to-Earth) and 24.75-25.25 GHz (Earth-to-space) frequency bands. Pegasus plans to perform
telemetry, tracking, and command operations at the edges of the requested frequency bands.

Pegasus requests a limited waiver of the space station application requirements set forth in Section 25.114(d)(3) and (4) of the Commission's
rules, and a waiver of the geographic service requirements in Section 25.225(b) of the Commission's rules to the extent necessary.

DIRECTV Enterprises, LLC (DIRECTV) requests authority to construct, launch, and operate a 17/24 GHz Broadcasting-Satellite Service (BSS)
space station, DIRECTV RB-2, at the 102.765° W.L. orbital location, which is offset -0.235 degree from the 103º W.L. orbital location specified
in Appendix F location of the 17/24 GHz BSS Report and Order, FCC 07-76 (rel. May 4, 2007), at reduced power and without full interference
protection. (See FCC 07-76 and 07-174 for a complete explanation of the rules and policies regarding the spacing framework and interference
protections adopted by the Commission). DIRECTV seeks to use the 17.3 -17.7 (space-to-Earth) and 24.75-25.15 GHz (Earth-to-space)
frequency bands. DIRECTV RB-2 (Call Sign: S2796) will be on the same spacecraft as DIRECTV 12 (Call Sign: S2797). DIRECTV plans to
perform on-station telemetry, tracking, and command operations in the Ka frequency bands requested in the related application for DIRECTV 12.

DIRECTV requests waiver of the geographic service requirements of Section 25.225 of the Commission’s rules, and waiver of the
cross-polarization requirements set forth in Section 25.210(i)(1) of the Commission's rules.

29.25-30.0 GHz (Earth-to-space) frequency bands. DIRECTV plans to perform transfer orbit and on-station telemetry, tracking, and command
operations at the edges of the requested Ka frequency bands. DIRECTV requests waiver of the cross-polarization requirements set forth in
Section 25.210(i)(1) of the rules. DIRECTV 12 (Call Sign: S2797) will be on the same spacecraft as DIRECTV RB-2 (Call Sign: S2796).

repeater with an Effective Isotropically Radiated Power (EIRP) of up to 2000 watts (average) at the Tropicana Hotel in Las Vegas, Nevada. This
repeater will operate in the 2332.5-2345 MHz frequency band for use on the XM Radio network.
