The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission
reserves the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public
Notice may depend on the Commission's action on another satellite application earlier in the queue. Petitions,
oppositions and other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's
rules, unless otherwise noted. 47 C.F.R. § 25.154.

Modification


SkyTerra Subsidiary LLC requests modification of its license for operation of the AMSC-1 space station and operation of ATC stations in the
United States in spectrum in the 1.5/1.6 GHz MSS bands coordinated for MSS operation via AMSC-1. The requested modification would add
authority for MSS and ATC operation in frequencies that are currently assigned internationally to two Mexican-licensed satellites, subject to a
condition that SkyTerra’s operation in the additional frequencies shall not cause harmful interference to operation of the Mexican satellite sytems.
SkyTerra requests waiver of Section 25.149(a)(2)(ii) and (b)(5)(iii), which state that ATC operation in the 1.5/1.6 GHz MSS bands shall be
restricted to frequencies that have been internationally coordinated for the licensee's MSS system.

Special Temporary Authority


On August 21, 2009, EchoStar Corporation filed a request for a 180-day extension of special temporary authority to operate Direct Broadcast
Satellite service over channels 23 and 24 at the 61.5º W.L. orbital location. EchoStar requests that the extension be granted subject to the same
temporary suspension of customer notification and programming conditions that the International Bureau first approved on February 2, 2007, and
extended on April 4, 2007, October 2, 2007, April 4, 2008, November 7, 2008, and May 28, 2009. See DA 07-518; SAT-STA-20070329-00058;
