On July 22, 2009, the Policy Branch granted PanAmSat Licensee Corp. special temporary authority (STA), subject to conditions, to drift its C-
and Ku-band satellite, Intelsat 3R, from the 43.0° W.L. orbital location to the 43.1° W.L. orbital location. The STA also authorizes PanAmSat to
provide Fixed-Satellite Service in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 11.7-12.2 GHz (space-to-Earth),
12.5-12.75 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands. Use of the 12.5-12.75 GHz frequency bands is not
permitted for Fixed-Satellite Service in the space-to-Earth direction in Region 2. Additionally, PanAmSat is authorized to conduct space station
Telemetry, Tracking, and Control (TT&C) operations necessary to effect the drift to, and operations at, the 43.1° W.L. orbital location. The
authority granted under this STA runs for a period of 180 days beginning on August 1, 2009.

On July 23, 2009, the Policy Branch granted the motion of SkyTerra Subsidiary LLC and the U.S. Industry GPS Council to extend certain
filing deadlines in connection with the above-captioned application by thirty days. Accordingly, SkyTerra has until August 24, 2009 to
submit a response to the comments of the GPS Council, and the GPS Council has until September 3, 2009 to reply to the SkyTerra response.

On July 23, 2009, the Policy Branch granted the motion of SkyTerra Subsidiary LLC and the U.S. Industry GPS Council to extend certain

The Bureau has determined that TerreStar Networks Inc. has met the launch and operation milestone associated with the authorization for
the TerreStar-1 satellite. Accordingly, TerreStar may release the bond for TerreStar-1, as provided in the Amendment of the Commission's
Space Station Licensing Rules and Policies, First Report and Order and Further Notice of Proposed Rulemaking, IB Docket No. 02-34, 18
FCC Rcd 10760 (2003); Amendment of the Commission's Space Station Licensing Rules and Policies, First Order on Reconsideration and
Fifth Report and Order, IB Docket No. 02-34, 19 FCC Rcd 12637 (2004).

SAT-STA-20081027-00210                                  Sirius XM Radio Inc.
On July 22, 2009, the Policy Branch granted the request of Sirius XM Radio Inc. to designate its application for special temporary authority
to operate terrestrial repeaters in the Commonwealth of Puerto Rico as "permit-but-disclose" for purposes of the Commission's rules
governing ex parte communications. See Request for "Permit-But-Disclose" Ex Parte Status, filed by Sirius XM Radio Inc. on July 13,
2009. We find that designating this proceeding as "permit-but-disclose" will facilitate resolution of the complex policy issues raised by the
application. In addition, changing the ex parte status of the proceeding will make the ex parte status of the application consistent with the
"permit but disclose" status already in effect in a related rulemaking in which the same questions of law and policy are at issue. See
Establishment of Rules and Policies for the Digital Audio Radio Satellite Service in the 2310-2360 MHz Frequency Band, IB Docket No.
97-91, Second Further Notice of Proposed Rulemaking, 22 FCC Rcs 22123 (2007). Thus, we designate IBFS File Nos.
SAT-STA-20081027-00210 as "permit-but-disclose," effective July 22, 2009. See 47 C.F.R. §§ 1.1200(a), 1.1206 and 1.1208 note 2. This
action is without prejudice to any determination regarding the processing of the application.
