Letter of Intent Grant of Authority Effective Date: 07/01/2009 Nature of Service: Fixed Satellite Service On July 1, 2009, the Policy Branch granted, subject to conditions, the application filed by New Skies Satellites B.V., as amended, for market access to the United States to provide Fixed-Satellite Service via the NSS-9 space station at the 177º W.L. orbital location using the extended C-band frequencies of 3625-3700 MHz (space-to-Earth) and 5850-5925 MHz (Earth-to-space). SAT-MOD-20090108-00004 E S2237 PanAmSat Licensee Corp. Modification Grant of Authority Effective Date: 07/08/2009 Nature of Service: Fixed Satellite Service On July 8, 2009, the Policy Branch granted, subject to conditions, the application of PanAmSat Licensee Corp. (PanAmSat), to relocate the Intelsat 11 space station to the 43.0º W.L. orbital location and to provide Fixed Satellite Service in the 3700-4200 MHz (space-to-Earth), 5925-6425 (Earth-to-space), 10.70-11.45 GHz (space-to-Earth), 12.75-13.25 (Earth-to-space) and 13.75-14.00 GHz (Earth-to-space) frequency bands at that location. Modification Grant of Authority Effective Date: 07/08/2009 Nature of Service: Other On July 8, 2009, the Satellite Policy Branch granted, with conditions, the application of EchoStar Satellite Operating L.L.C., to modify its authorization to change the authorized location of its Direct Broadcast Satellite space station, EchoStar 5, from 148° W.L. to 147.925° W.L. SAT-MPL-20090331-00040 E S2756 New Skies Satellites B.V. Modification to PDR/PPL Grant of Authority Effective Date: 07/01/2009 Nature of Service: Fixed Satellite Service On July 1, 2007, the Policy Branch granted, subject to conditions, the application filed by New Skies Satellites B.V., to modify the Commission's Permitted Space Station List (Permitted List) authorization for the NSS-9 space station in the 3700-4200 MHz (space-to-Earth) and 5925-6425 MHz (Earth-to-space) frequency bands at the 177º W.L. orbital location to reflect an altered frequency channel plan for certain transponders on the space station. All of the conditions associated with NSS-9's Permitted List authorization (see IBFS File No. SAT-PPL-20080811-00152, as amended by SAT-APL-20081212-00230 (granted February 10, 2009)) continue to apply. SAT-STA-20090612-00069 E Sirius XM Radio Inc. Special Temporary Authority Grant of Authority Effective Date: 07/09/2009 On July 9, 2009, the Policy Branch granted, subject to conditions, special temporary authority to Sirius XM Radio Inc. to operate, for a period of 60 days, four terrestrial repeaters having an average Effective Isotropically Radiated Power (EIRP) of up to 2000 watts for use on the XM network (2332.5-2345 MHz) and one terrestrial repeater having an average EIRP of up to 2000 watts for use on the Sirius network (2320-2332.5 MHz) in Cincinnati, Ohio, as set forth in Sirius XM's application. On July 1, 2007, the Policy Branch removed the NSS-5 space station from the Permitted List as it is no longer operating at the 177º W.L. orbital location specified in the Permitted List.
