The SPACEWAY 4 space station will be located at the 107.1º W.L. orbital location and will use the following frequencies: 28.1-29.1 GHz and 29.25-30.00 (Earth-to-space); 18.3-19.3 GHz and 19.7-20.2 GHz (space-to-Earth). As part of this request, Hughes seeks waivers of Sections 25.114(c)(4)(ii), 25.114(c)(4)(iii), 25.114(c)(4)(v), 25.114(c)(4)(vi), 25.114(c)(4)(vii), 25.114(d)(3), and 25.210(i) of the Commission's rules. In addition, Hughes seeks a waiver of footnote NG165 of the United States Table of Frequency Allocations to permit GSO operations in the 18.8-19.3 GHz frequency band allocated for non geostationary satellite orbit operations. See File No. SAT-AMD-20090608-00067 SAT-PPL-20081219-00235 E S2780 Inmarsat plc Date Filed: 12/19/2008 14:20:34:65300 Petition for Declaratory Ruling to be Added to the Permitted List On December 19, 2008, Inmarsat plc filed a Petition for Declaratory Ruling requesting that the Commission modify the "ISAT List" to add the Inmarsat 2F1 space station at the 142 W.L. orbital location as a permitted point of communication in the 1530-1548 MHz (space-to-Earth) and 1626.5-1649.5 MHz (Earth-to-space) frequency bands. On June 9, 2009, Inmarsat amended its petition to provide additional technical information with respect to the Inmarsat 2F1 space station. See SAT-APL-20090609-00068. SAT-STA-20090422-00045 E EchoStar Corporation Date Filed: 04/22/2009 18:07:38:94000 Special Temporary Authority Page 2 of 3

EchoStar Corporation (EchoStar) has filed a request for special temporary authority for 180 days to operate its EchoStar 8 satellite in the 12.2-12.7 GHz (space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands from the 77º W.L. orbital location. The requested operations are pursuant to agreements between and among EchoStar, QuetzSat S. de R.L. de C.V. (QuetzSat), and SES Global Latin America, S.A. In its request, EchoStar states that QuetzSat has confirmed that the Mexican Administration does not object to interim operation of EchoStar 8 as a U.S.-licensed satellite providing service to the United States from the 77º W.L. orbital location, provided that the satellite operates in conformance with the technical characteristics in QuetzSat's BSS concession from the Mexican Administration. SAT-STA-20090701-00071 E Sirius XM Radio Inc. Date Filed: 07/01/2009 16:22:52:48600 Special Temporary Authority Sirius XM Radio Inc. requests special temporary authority (STA) for a period of 180 days to operate five terrestrial repeaters in Cincinnati, Ohio, for 180 days at power levels at or above 2 kW EIRP (average). Four of the five repeaters are existing repeaters that have been authorized under previous grants of STA. Sirius XM states that the majority of these repeaters would operate at power levels less than those previously authorized. Sirius XM also seeks authority to operate a new repeater with a power level of 2 kW EIRP (average), which would be co-located with an existing repeater.
