On March 20, 2009, the Satellite Policy Branch granted, with conditions, the request of Intelsat North America LLC (Intelsat) to modify the
authority for its Intelsat 706 space station in order to drift the Intelsat 706 space station to and operate it at the 54.85° E.L. orbital location to
provide Fixed Satellite Services (FSS) in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 10.95-11.2 GHz
(space-to-Earth), 11.45-11.7 GHz, (space-to-Earth), 12.50-12.75 GHz (space-to-Earth) and 14.0-14.5 GHz (Earth-to-space) frequency bands.
Additionally, Intelsat is authorized to conduct space station Telemetry, Tracking, and Control (TT&C) operations necessary to effect the drift to,
and operations at, the 54.85° E.L. orbital location in the following frequency bands: 6173.7 MHz, 6176.3 MHz (left-hand circular
polarization/Earth-to-space); 3947.5 MHz, 3948.0 MHz (right-hand circular polarization/space-to-Earth); and 3952.5 MHz, 3952.0 MHz
(right-hand circular polarization/space-to-Earth). The application was granted in accordance with the technical specifications set forth in Intelsat’s
application, the attachment to the grant and the Commission's rules.

On April 7, 2009, the Satellite Engineering Branch granted, with conditions, Intelsat North America LLC (Intelsat) request to modify its Intelsat
702 space station in order drift to the 66.0° E.L. orbital location and to operate Intelsat 702 space station at the 66.0° E.L. orbital location to
provide Fixed Satellite Services (FSS) in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 10.95-11.2 GHz
(space-to-Earth), 11.45-11.7 GHz, (space-to-Earth), 12.50-12.75 GHz (space-to-Earth) and 14.0-.14.5 GHz (Earth-to-space) frequency bands at

Petition for Declaratory Ruling to be Added to the Permitted List

On April 6, 2009, the Satellite Engineering Branch granted, with conditions, Inmarsat plc's petition (as amended by File No.
SAT-APL-20090115-00005) to add the Inmarsat 3F4 satellite at the 54º W.L. orbital location to the Inmarsat 's "ISAT List". The grant of the
petition and amendment are subject to the technical specifications set forth in Inmarsat's petition, the attachment to the grants and the
Commission's rules.




SAT-STA-20090312-00035                  E S2658            EchoStar Satellite Operating L.L.C.
Special Temporary Authority
Grant of Authority                                                                                                     Effective Date:      04/03/2009



On April 3, 2009, the Policy Branch granted, with conditions, EchoStar Satellite Operating L.L.C.'s request for special temporary authority for a
period of 60 days commencing on March 16, 2009, to conduct Telemetry, Tracking and Command (TT&C) operations during the drift of its
EchoStar 5 satellite from the 129° W.L. to the 148° W.L. orbital location. EchoStar will conduct the drift using the 17301.0 MHz frequency band
for telecommand, and the 12201-12202 MHz frequency bands for telemetry. This authority is in accordance with the technical specifications set
forth in its application, the attachment to the grant and the Commission's rules.

On April 3, 2009, the Policy Branch granted, with conditions, Intelsat North America LLC's request for special temporary authority for a period of

Intelsat's modification application to drift Intelsat 706 to, and to operate the Intelsat 706 space station at, the 54.85° E.L. orbital location,
see IBFS File No. SAT-MOD-20081124-00218.
