Unless otherwise specified, the following procedures apply to the applications listed below:

The applications listed below have been found, upon initial review, to be acceptable for filing. These applications are
not subject to the streamlined processing procedures set forth in Section 63.12 of the Commission’s rules, 47 C.F.R. §
63.12. These applications shall not be deemed granted until the Commission affirmatively acts upon the application,
either by public notice or by written order. Operation for which authorization is sought may not commence except in
accordance with any terms or conditions imposed by the Commission.

Unless otherwise specified, interested parties may file comments with respect to these applications within 28 days of the
date of this public notice. We request that such comments refer to the application file number shown below. No
application listed below shall be granted by the Commission earlier than the day after the date specified in this public
notice for the filing of comments.

Unless otherwise specified, ex parte communications between outside parties and Commission staff concerning these
applications are permitted subject to the Commission’s rules for “permit-but-disclose proceedings.” See 47 C.F.R. §
1.1206.

TO:   Telava Acquisitions, Inc.
Application for consent to the transfer of control of international section 214 authorization, ITC-214-20050425-00157, held by IBFA Acquisition
Company, LLC (IBFA) to Telva Acquisitions, Inc. (TAI). Pursuant to the terms of a Membership Interest Purchase Agreement, dated January 16,
2008, TAI will purchase all of the membership interests of IBFA. Upon closing, IBFA will become a direct, wholly-owned subsidiary of TAI.

TAI is wholly owned by Telva Networks, Inc. (TNI), which is a publicly traded company. Carlington HK Limited (Carlington), a Chinese entity,
has a 44.6% ownership interest in TNI. Mr. Lam Kam Hung, a citizen of China, is the sole owner of Carlington. No other individual or entity
will have 10 percent or greater direct or indirect equity or voting interest in TAI and IBFA.

Transfer of Control
Current Licensee:   VIP Communications, Inc.
FROM: PAN AMERICAN TELECOMMUNICATIONS TRUST
TO:   VIP (HOLDINGS), INC.
Application for consent to the transfer of control of international section 214 authorization, ITC-214-19961125-00600 (Old File No. ITC-96-657),
held by VIP Communications, Inc., f/k/a Swiftcall (USA) Inc. (VIP Communications), from Pan American Telecommunications Trust (Pan
American) to VIP (Holdings) Inc. Pan American held nine of ten authorized shares of Swiftcall Holdings (USA) Ltd, the parent of VIP
Communications, and VIP (Holdings) held the other share. On September 26, 2008, without prior Commission approval, Pan American sold to
VIP Holdings its nine shares in Swiftcall Holdings. Upon closing, Swiftcall Holdings was liquidated leaving VIP Holdings as the direct 100
percent owner of VIP Communications. The sole 100 percent owner of VIP Holdings is Graham Milne, a citizen of the United Kingdom.
