Nature of Service:       Fixed Satellite Service


On January 9, 2009, the Satellite Policy Branch granted the application of Intelsat New Dawn Company, Ltd., as amended by
SAT-AMD-20081205-00223, to construct, launch, and operate the hybrid C/extended C-band and Ku/extended Ku-band New Dawn space station
at the 32.8° E.L. orbital location. Accordingly, Intelsat New Dawn is authorized to operate the New Dawn space station in the fixed-satellite
service (FSS) using the 5850-6550 MHz (Earth-to-space), 3625-4200 MHz (space-to-Earth), 14.0-14.5 GHz (Earth-to-space), 10.95-11.2 GHz
(space-to-Earth), and 11.45-11.7 GHz (space-to-Earth) frequencies in accordance with the technical specifications set forth in its application,
subject to conditions.

On January 14, 2009, the Satellite Policy Branch granted the application of PanAmSat Licensee Corp. to operate its C- and Ku-band Fixed
Satellite Service (FSS) space station, Intelsat 2 (Call Sign S2459), at the 169.10° E.L. orbital location using the 3700-4200 MHz (space-to-Earth),
5925-6425 MHz (Earth-to-space), 12.25-12.75 GHz (space-to-Earth), and 14.0-14.5 GHz (Earth-to-space) frequency bands. These operations are
authorized in accordance with the technical specifications set forth in the application and are subject to conditions attached to the grant.

Special Temporary Authority

On January 14, 2009, the Satellite Policy Branch granted special temporary authority to Intelsat North America LLC for a period of 30 days
beginning on January 15, 2009, to continue operating the tracking, telemetry, and command (TT&C) payload on its Intelsat 605 satellite, to
perform end of life maneuvers boosting the satellite to a disposal orbit above the geostationary arc in accordance with the terms, and technical
specifications set forth in its application, and subject to conditions attached to the grant.

Special Temporary Authority

On January 12, 2009, the Satellite Policy Branch granted Sirius XM Radio, Inc. special temporary authority for a period of 60 days to operate
indoor terrestrial repeaters with an effective isotropically radiated power (EIRP) (average) of (1) up to 10 watts and (2) up to 0.0001 watts at trade
shows and other indoor locations, such as automobile industry promotional events, press and marketing events, and investor relations events.
Sirius XM is authorized to operate these repeaters within the 2320-2345 MHz frequency bands assigned for the exclusive use of Sirius XM. This
authorization is subject to the operational and technical parameters specified in the application, and the conditions attached to the authorization.
