On January 7, 2009, the Satellite Policy Branch granted, with conditions, the request of EchoStar Satellite Operating L.L.C. (EchoStar) for special
temporary authority to conduct telemetry, tracking, and command communications related to the relocation of the EchoStar 5 satellite from its
current position at the 129° W.L. orbital location to the 148° W.L. orbital location. EchoStar's authority is for a period of 60 days commencing on
January 15, 2009. This action is without prejudice to any action on IBFS File Nos. SAT-A/O-20081003-00215 and SAT-MOD-20080825-00158.
