The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission
reserves the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public
Notice may depend on the Commission's action on another satellite application earlier in the queue. Petitions,
oppositions and other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's
rules, unless otherwise noted. 47 C.F.R. § 25.154.

PanAmSat Licensee Corp. requests authority to modify its license for its Intelsat 2 satellite to operate the satellite at 169.10 E.L. orbital location,
rather than at its currently assigned 169 E.L. orbital location. PanAmSat expects to drift Intelsat 2 and begin operating the satellite at 169.10 E.L.
in March 2009.

Special Temporary Authority


On September 18, 2008, Sirius XM Radio Inc. (Sirius XM) a requests special temporary authority to operate a 2 kW EIRP (average) terrestrial
repeater in Miami Beach, FL for a period of 180 days. The repeater would operate within the 2320-2332.5 MHz frequency band allocated for the
Satellite Digital Audio Radio Service and assigned to the exclusive use of the Sirius satellite radio platform. Sirius XM states that the repeater is
necessary to ensure seamless high-quality satellite radio service to the Miami Beach Convention Center and nearby residents.

Special Temporary Authority


On September 23, 2008, EchoStar Corporation filed a request for a 180-day extension of special temporary authority to operate Direct Broadcast
Satellite service over channels 23 and 24 at the 61.5º W.L. orbital location. EchoStar requests that the extension be granted subject to the same
temporary suspension of customer notification and programming conditions that the International Bureau first approved on February 2, 2007, and
extended on April 4, 2007, October 2, 2007 and May 6, 2008. See File Nos. SAT-STA-20070329-00058; SAT-STA-20070926-00133; and
SAT-STA-20080325-00082.
