The effective date of these actions is the release date of this Notice, except where an effective date is specified. SAT-STA-20080725-00149 E ORBCOMM LICENSE CORP. Special Temporary Authority Grant of Authority Effective Date: 08/15/2008 On August 15, 2008, the Policy Branch granted ORBCOMM License Corp. special temporary authority with conditions for 60 days, commencing on August 15, 2008, to use in the United States two alternate 50 KHz gateway earth station ("GES") downlink channels centered on 137.225 MHz and 137.695 MHz. SAT-STA-20080813-00154 E EchoStar Satellite Operating Corporation Special Temporary Authority Grant of Authority Effective Date: 08/15/2008 On August 15, 2008, the Policy Branch granted EchoStar Satellite Operating L.L.C. special temporary authority with conditions for 30 days, commencing on August 19, 2008, to continue to conduct telemetry, tracking and control operations on the EchoStar 11 DBS satellite during the drift of the satellite to its regularly assigned location at 110.0° W.L. INFORMATIVE SAT-LOA-20070622-00085 S2738 EchoStar Satellite Operating L.L.C. On August 8, 2008, Spectrum Five, LLC filed a letter with the Federal Communications Commission ("Commission") entitled "Emergency Request for Clarification of Condition on the Operation of the EchoStar 11 DBS Satellite at 110º W.L." Letter from Todd M. Stansbury, Esq., Wiley, Rein LLP, to Marlene H. Dortch, Secretary, Federal Communications Commission, dated August 8, 2008 ("Letter Request"). On August 18, 2008, the Satellite Division, on its own motion, designated the matter as "permit-but-disclose" for purposes of the Commission's rules governing ex parte communications. The Satellite Division finds that designating this matter as "permit-but-disclose" will facilitate resolution of the issues raised. See 47 C.F.R. §6 1.1200(a), 1.1206 and 1.1208 note 2. This action is without prejudice to any determination regarding the processing of the Letter Request.
