The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission
reserves the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public
Notice may depend on the Commission's action on another satellite application earlier in the queue. Petitions,
oppositions and other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's

Launch and Operating Authority


Intelsat New Dawn Company, Ltd. (Intelsat) requests authority to construct, launch, and operate a C/Ku/Extended-C band Fixed Satellite Service
space station at the 32.8° E.L.orbit location using the 5850-6550 MHz (Earth-to-space), 3625-4200 MHz (space-to-Earth), 14000-14500 MHz
(Earth-to-space), 10950-11200 MHz (space-to-Earth) and 11450-11700 MHz (space-to-Earth) frequency bands. Intelsat requests a waiver of the
technical requirements of sections 25.210(a)(1) and 25.210(a)(3) and 25.202(g) of the Commission's rules and partial waivers of the information
requirements contained in Section 25.114(d)(3) of the Commission's rules.

Special Temporary Authority


EchoStar Corporation (EchoStar) has filed a request for special temporary authority for 180 days to operate its EchoStar 8 satellite in the
12.2-12.7 GHz (space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands from the 77º W.L. orbital location. The requested
operations are pursuant to agreements between and among EchoStar, QuetzSat S. de R.L. de C.V. (QuetzSat), and SES Global Latin America,
S.A. In its request, EchoStar states that QuetzSat has confirmed that the Mexican Administration does not object to interim operation of EchoStar
8 as a U.S.-licensed satellite providing service to the United States from the 77º W.L. orbital location, provided that the satellite operates in
conformance with the technical characteristics in QuetzSat's BSS concession from the Mexican Administration.
