On July 22, 2008, the Satellite Policy Branch granted with conditions, a modification application for PanAmSat Licensee Corp. to operate its C-
and Ku-band space station, Galaxy 11 (Call Sign: S2253), at the 32.80° E.L. orbital location. PanAmSat is authorized to operate in the 3700-4200
MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 10.95-1 1.2 GHz (space-to-Earth), 11.7 to 12.2 GHz (space-to-Earth), 13.75-14.0 GHz
(Earth-to-space), and 14.0-14.5 GHz (Earth-to-space) frequency bands using the Galaxy 11 space station at the 32.80° E.L. orbital location as
conditioned.

Special Temporary Authority

On July 24, 2008, the Satellite Division granted EchoStar Satellite Operating L.L.C. special temporary authority for 30 days commencing on
August 9, 2008 to operate its EchoStar 8 satellite in the 12.2-12.7 and 17.3-17.8 GHz bands at the 109.8º W.L. orbital location while customer
communications are transferred to its new EchoStar 11 satellite operating at the 110.0º W.L. orbital location.

On July 18, 2008, EchoStar Corporation withdrew its application for special temporary authority to: (1) modify the authorized orbital location of
the EchoStar 2 satellite from 148° W.L. to 77.15° W.L., where it would be operated by QuetzSat, S. de R.L. de C.V. (QuetzSat) as a
Mexican-licensed satellite; and (2) to perform telemetry, tracking and command operations using two earth stations (Call Signs E950253 and
E020233) in the extended C-band frequencies during the relocation of the satellite.

On July 18, 2008, EchoStar Corporation withdrew its applications for special temporary authority: (1) to operate EchoStar 2 satellite at 77.15°
W.L., pending the grant of a related application requesting authority for EchoStar 2 to serve the United States as a Mexican-licensed satellite; and
(2) to communicate with the satellite during such operations with five earth stations (Call Signs E950253, E020233, E080058, E080007 and
E050017).
