Special Temporary Authority

On July 1, 2008, the Satellite Policy Branch granted XM Radio Inc. (XM Radio) special temporary authority to operate one indoor terrestrial
repeater with an Effective Isotropically Radiated Power (EIRP) of up to 0.5 watts (average) for 180 days at a location in Vienna, Virginia. The
repeater will operate within the 2332.5-2345 MHz frequency band allocated for the Satellite Digital Audio Radio Service (SDARS) and assigned
to the exclusive use of XM. This authorization is granted according to the technical parameters specified in Exhibits A & B of the application and
is subject to conditions.

On July 1, 2008, the Satellite Policy Branch granted XM Radio Inc. (XM) special temporary authority to operate a terrestrial repeater with an
Effective Isotropically Radiated Power (EIRP) of up to 2000 watts (average) in Torrance, CA, for a period of 180 days. The repeater will operate
within the 2332.5-2345 MHz frequency band allocated for the Satellite Digital Audio Radio Service (SDARS) and assigned to the exclusive use
of XM. This authorization is granted according to the technical parameters specified in XM's application and is subject to conditions.

Special Temporary Authority
Grant of Authority                                                                                                   Effective Date:     07/02/2008



On July 2, 2008, the Satellite Division granted the request of EchoStar Corporation for Special Temporary Authority for a 60-day period.
EchoStar is authorized to conduct telemetry, tracking, and command (TT&C) communications related to the relocation of the EchoStar 6 satellite
from its current orbital position at the 110.4º W.L. orbital location to the 72.7º W.L. orbital location. Effective on the date that the EchoStar 6
satellite reaches the 72.7º W.L. orbital location, the U.S. license for the EchoStar 6 satellite will be terminated.

On July 1, 2008, the Satellite Division granted PanAmSat Licensee Corp. (PanAmSat) special temporary authority for a period of 60 days
commencing on July 1, 2008, to conduct Telemetry, Tracking, and Command operations with the Galaxy 12 satellite (Call Sign S2422) to effect
the drift of the Galaxy 12 satellite from the 125.1º W.L. orbital location to the 122.9º W.L. orbital location and while operating at the 122.9º W.L.
orbital location. During the drift from 125.1º W.L. to 124.0º W.L., PanAmSat is authorized to use 6424.50 MHz (vertical/right-hand-circular
polarization) for command, and 4198.0 MHz (horizontal/left-hand-circular polarization), and 4199.875 MHz (horizontal/ left-hand-circular
polarization) for telemetry. During the drift from 124.0º W.L. to 122.9º W.L. and while operating at the 122.9º W.L. orbital location, PanAmSat
is authorized to use 6424.5 MHz (horizontal/right-hand-circular polarization) for command, and 4198.0 MHz (vertical/left-hand-circular
polarization) and 4199.875 MHz (vertical/left-hand-circular polarization) for telemetry. This authorization is subject to conditions.

The Bureau has determined that DIRECTV Enterprises, LLC. (DIRECTV) has met the launch and operation milestones associated with the
authorization for the DIRECTV 10 satellite. Accordingly, DIRECTV may cancel the bond for DIRECTV 10, as provided in the
Amendment of the Commission's Space Station Licensing Rules and Policies, First Report and Order and Further Notice of Proposed
Rulemaking, IB Docket No. 02-34, 18 FCC Rcd 10760 (2003); Amendment of the Commission's Space Station Licensing Rules and
Policies, First Order on Reconsideration and Fifth Report and Order, IB Docket No. 02-34, 19 FCC Rcd 12637 (2004).

SAT-MOD-20051014-00200                  S2678           Star One S.A.
The Bureau has determined that Star One, S.A. (Star One) has met the launch and operation milestones associated with the grant of the
Permitted Space Station List application for the Star One C2 satellite. Accordingly, Star One may cancel the bond for Star One C2 as
provided in the Amendment of the Commission's Space Station Licensing Rules and Policies, First Report and Order and Further Notice of
Proposed Rulemaking, IB Docket No. 02-34, 18 FCC Rcd 10760 (2003); Amendment of the Commission's Space Station Licensing Rules
and Policies, First Order on Reconsideration and Fifth Report and Order, IB Docket No. 02-34, 19 FCC Rcd 12637 (2004).
