On May 16, 2008, the Policy Branch granted with conditions SES Americom, Inc. request to operate its Fixed Satellite Service (FSS) satellite,
AMC-21 (Call Sign: S2676), using two beams rather than using a single beam as previously authorized from the 125° W.L. orbital location using
the 14.0-14.5 GHz (Earth-to-space) and 11.7-12.2 GHz (space-to-Earth) conventional Ku-band frequencies. Other than changing the beams, the
conditions contained in the prior authorization continue to apply. This authorization is subject to the terms, conditions, and technical
specifications set forth in SES Americom’s application, the attachment to the grant, and the Commission's rules.

On May 21, 2008, the Satellite Policy Branch granted with conditions ViaSat, Inc.’s (ViaSat) request to modify its authorization for its Fixed
Satellite Service (FSS) Ka-band satellite, ViaSat-KA-1, at the 77.3° W.L. orbital location to use the 28.10-28.35 GHz frequency band for gateway
uplink operations on a secondary unprotected, non-interference basis relative to Local Multipoint Distribution Service. Accordingly, ViaSat is
now authorized to operate its Ka-band FSS space station using the 18.3-18.8 GHz (space-to-Earth), 19.7-20.2 GHz (space-to-Earth), 28.10-28.6
GHz (Earth-to-space), and 29.5-30.0 GHz (Earth-to-space) frequency in accordance with the terms, conditions, and technical specifications set
forth in the application, the attachment to the grant, and the Commission’s rules.

The Satellite Policy Branch also granted ViaSat's request to relinquish its authorization to use the 29.25-29.5 GHz frequency band at the 77.3º
W.L. orbital location.

On May 19, 2008, the Satellite Policy Branch granted Mobile Satellite Ventures, Subsidiary LLC's request to operate the MSV-1 satellite at the
101.3º W.L. orbital location with an East-West station-keeping tolerance of ± 0.05º, using spectrum in the 1525-1544 MHz (space-to-Earth),
1545-1559 MHz (space-to-Earth), 1626.5-1645.5 MHz (Earth-to-space), and 1646.5-1660.5 MHz (Earth-to-space) frequency bands for links with
user terminals and using the 10.7-10.95 GHz (space-to-earth), 11.2-11.45 GHz (space-to-Earth), and 12.75-13.25 GHz (Earth-to-space) frequency
bands for feeder links and telemetry, tracking, and control signals, in accordance with the terms of the application, the previously authorized
technical specifications for MSV-1 for operational parameters other than orbital location, and the Commission's rules. (See File No.

On May 19, 2008, the Satellite Policy Branch granted SES Americom, Inc.'s request to operate the AMC-2 satellite at the 100.95º W.L. orbital
location in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 11.7-12.2 GHz (space-to-Earth), and 14.0-14.5 GHz
(Earth-to-space) bands with an east-west station-keeping range of 0.15 degrees of longitude between 100.90º W.L. and 101.05º W.L. orbital
location, in accordance with the specifications in the application and the previously established terms, conditions, and specifications for operation
of AMC-2. (See File No. SAT-AMD-20080311-00070).

The Satellite Policy Branch also granted SES Americom's request to relinquish its C-band frequencies at the 85º W.L. orbiral location.

Om May 20, 2008, the Satellite Policy Branch granted the application of AfriSpace, Inc. to operate the AfriStar-1 satellite (Call Sign S2367) at 21
degrees east longitude in the 1452-1492 MHz frequency band using an alternate downlink beam configuration and transmitting with carriers with
1.71 megahertz bandwidth, in addition to the currently authorized carriers with 2.6 megahertz bandwidth. Other than these changes, the
conditions contained in the prior authorization, 15 FCC Rcd 1632 (Int'l Bur. 1999), continue to apply. This authorization is subject to the terms,
conditions, and technical specifications set forth in its application, the Commission's rules and conditions attached to the grant.

orbital location, in accordance with the previously-authorized technical specifications in compliance with the Commission's rules.

On May 20, 2008, the Policy Branch granted with conditions DIRECTV Enterprises, LLC (DIRECTV) request for special temporary authority for
a period of 30 days commencing on May 25, 2008, to operate the DIRECTV 11 satellite (Call Sign: S2640) from the 99.4° WL orbital location to
conduct in-orbit testing using the 18.3-18.8 GHz (Space-to-earth) and 28.35-28.6 GHz and 29.25-29.5 (Earth-to-Space) and to conduct telemetry,
tracking and control operations necessary to maintain the satellite at the 99.4° WL orbital location in accordance with the terms, conditions, and
technical specifications set forth in DIRECTV’s application, the attachment to grant, and the Commission’s rules.

Special Temporary Authority

On May 16, 2008, the Policy Branch granted with conditions PanAmSat Licensee Corp.’s (PanAmSat) request for special temporary authority to
conduct in-orbit testing of the Galaxy 18 satellite (Call Sign: S2733) at the 123.15° W.L. orbital location. Accordingly, PanAmSat is authorized,
for a period of 30 days, commencing May 26, 2008, to operate the Galaxy 18 satellite at the 123.15° W.L. orbital location in the 3700-4200 MHz
(space-to-Earth) and 5925-6425 MHz (Earth-to-space) conventional C-band frequencies and in the 14.0-14.5 GHz (Earth-to-space) and 11.7-12.2
GHz (space-to-Earth) conventional Ku-band and to conduct space station Telemetry, Tracking, and Control (TT&C) operations necessary to
effect operation at the 123.15° W.L. orbital location subject to the terms and conditions of its application, the Commission's rules, and the
attachment to grant.




INFORMATIVE:

In File No. SAT-MOD-20080124-00030, SES Americom, Inc.requested authority to modify its authorization for its
Fixed Satellite Service AMC-2 satellite (Call Sign S2134). Among other things, SES Americom sought to relinquish its
authority to use the C-band frequencies at the 85 W.L. orbital location. See Narrative, footnote 2. The modification
was granted on May 19, 2008. Accordingly, the 5925-6425 MHz (Earth-to-space) and 3700-4200 MHz
(space-to-Earth) frequencies at the 85 W.L. orbital location are now available for reassignment.


INFORMATIVE:

In File No. SAT-MOD-20071204-00168, ViaSat, Inc. requested authority to modify its authorization for its Fixed
Satellite Service ViaSat-KA-1 satellite (Call Sign S2737). Among other things, ViaSat sought to relinquish its authority
to use the 29.25-29.5 GHz frequency band at the 77.3 W.L. orbital location. See Exhibit C. The modification was
granted on May 21, 2008. Accordingly, the 29.25-29.5 GHz frequency band at the 77.3 W.L. orbital location is now
available for reassignment.
