On January 11, 2008, the Policy Branch granted with conditions EchoStar Satellite Operating Corporation's (EchoStar) application to construct,
launch, and operate a direct broadcast satellite service (DBS) satellite, EchoStar 11 (Call Sign: S2738), at the 110.0º W.L. orbital location.
Accordingly, EchoStar is authorized to operate the EchoStar 11 satellite at the 110.0º W.L. orbital location with feeder links (Earth to space) in
the 17.3-17.8 GHz band and service links (space to Earth) in 12.2-12.7 GHz band on DBS channels 1-26, 27, 29, and 31, in accordance with the
terms, conditions, and technical specifications set forth in its application, the attachment to the grant and the Commission's rules.

On January 11, 2008, the Policy Branch granted with conditions XM Radio Inc.'s request for special temporary authority to operate two terrestrial
repeaters at power levels at or below 2 kW EIRP for a period of 180 days commencing on January 11, 2008, one in Pittsburgh, PA operating at
1100 watts average EIRP, and one in Philadelphia, PA operating at 2000 watts average EIRP, within the technical parameters specified in its
application.

indoor terrestrial repeater in Vienna, VA, with an Effective Isotropically Radiated Power (EIRP) of up to 0.5 watts (average) for 60 days effective
January 11, 2008, according to the technical parameters specified in its application.

On January 11, 2007, the Policy Branch granted with conditions Sirius Satellite Radio Inc.'s request for special temporary authority to operate an
indoor terrestrial repeater with Effective Isotropically Radiated Power (EIRP) of 200 watts, and up to five very low power indoor terrestrial
repeaters with an EIRP of 0.0001 watts, for various trade shows in Louisville, KY and New York, NY, from March 13-30, 2008, according to the
technical parameters specified in its application.
