Notice may depend on the Commission's action on another satellite application earlier in the queue. Petitions,
oppositions and other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's

Petition for Declaratory Ruling to be Added to the Permitted List


Star One S.A. has filed a petition for a declaratory ruling to add the Star One C5 satellite, licensed by Brazil to operate at the 68° W.L. orbital
location, to the Permitted Space Station List. Star One C5 will provide fixed-satellite service in the United States in the 5925-6425 MHz
(Earth-to-space) and 3700-4200 MHz (space-to-Earth) frequency bands (C-band) and in the 14.0-14.5 GHz (Earth-to-space) and 11.7-12.2 GHz
(space-to-Earth) frequency bands (Ku-band).

Star One requests waivers of Section 25.210(a)(3) of the Commission's rules, which requires that C-band transponders to be capable of switching
polarization, and Section 25.210(i) of the Commission's rules, which requires satellite antennas to provide cross-polarization isolation of at least
30 dB throughout a satellite's primary coverage area.
