The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission

Notice may depend on the Commission's action on another satellite application earlier in the queue. Petitions,

Launch and Operating Authority


EchoStar Satellite Operating Corporation (EchoStar) has filed an application for authority to launch and operate the EchoStar 11 satellite at the
110.0º W.L. orbital location. The request does not seek additional Direct Broadcast Service (DBS) frequencies and/or orbital locations. EchoStar
11 is a CONUS-beam satellite that will operate in the 12.2-12.7 GHz downlink and the 17.3-17.8 GHz uplink frequency bands. Telemetry,
tracking, and control (TT&C) for EchoStar 11 will be operated at the edges of the service bands. EchoStar requests a waiver of the
cross-polarization isolation requirements set forth in Sections 25.215 and 25.210(i) of the Commissions rules, to operate EchoStar 11 with
minimum cross-polarization isolation within its coverage area of 28.8 dB. EchoStar also proposes to transmit Earth exploration images in the
space-to-Earth direction on the 12.208 GHz frequency, and seeks a waiver for non-conforming use of the 12.2-12.7 GHz frequency band, to the
extent necessary to do so.

Modification


Orbcomm License Corp. (Orbcomm) filed an application to modify its non-voice, non-geostationary satellite mobile satellite service (Little LEO)
system. See IBFS File No. SAT-MOD-19990318-00029 (current authorization). Orbcomm seeks to construct, launch and operate 25 satellites to
replenish, augment, and enhance its system.

Orbcomm proposes to launch its 25 new satellites in two phases. The first phase will consist of seven satellites launched to a circular orbit at an
initial altitude of 670 kilometers, where Orbcomm will test the satellites and integrate operations with Orbcomm's previously authorized
constellation. The satellites will then be raised to a circular orbital plane inclined at 48.5º at an altitude of 750 kilometers. The second phase will
consist of 18 satellites to be deployed to three planes of six satellites each, inclined in a circular orbit at 48.5º at an altitude of 750 kilometers.

Orbcomm requests authority to construct and launch its 25 new satellites with the capability to operate using additional frequencies. Orbcomm
indicates that the satellites will be capable of receiving frequencies from 161 MHz to 163 MHz, and would initially operate by receiving
Automatic Identification Signals (AIS) in VHF maritime frequencies 161.976 MHz and 162.026 MHz, a capability developed under a contract
with the U.S. Coast Guard. Orbcomm also requests authority to operate in all the allocated Little LEO frequencies, including portions of
frequency sub-bands assigned to the "System 1," System 2," and "System 3" Little LEO systems described in Amendment of Part 25 of the
Commission's Rules to Establish Rules and Policies Pertaining to the Second Processing Round of the Non-Voice, Non-Geostationary Mobile
Satellite Service, Report and Order, 13 FCC Rcd 9111, 9123 (1997).

Orbcomm seeks a waiver of Commission rules, to the extent necessary, in order to use additional Little LEO frequency sub-bands and AIS
monitoring capabilities.

Special Temporary Authority


On September 26, 2007, EchoStar Satellite Operating Corporation filed a request for a 180-day extension of special temporary authority to
operate Direct Broadcast Satellite service over channels 23 and 24 at the 61.5º W.L. orbital location. EchoStar requests that the extension be
granted subject to the same temporary suspension of customer notification and programming conditions that the International Bureau first
approved on February 2, 2007, and extended on April 4, 2007. See DA 0-518; SAT-STA-20070329-00058.
