On September 28, 2007, the Policy Branch granted, with conditions, Loral Skynet Corporation's request, to modify its existing Ku/extended
Ku-band satellite authorization to change the orbital location to 37.55º W.L. from 37.5º W.L. and to operate with an increased transponder
capacity and expanded geographical coverage. Accordingly, Loral is authorized to construct, launch and operate its Ku/extended Ku-band
satellite at the 37.55 W.L orbital location in the 10.95-11.2 GHz, 11.45-11.7 GHz, 11.7-12.2 GHz, 12.5-12.75 GHz, 13.75-14.0 GHz, and
14.0-14.5 GHz frequency bands in accordance with the terms, conditions, and technical specifications set forth in its application, the Attachment
and the Commission's rules. Grant of this modification to change the orbital location of the satellite does not otherwise change the terms and
conditions of Loral's existing authorization.

This action is without prejudice to any action on IBFS File No. SAT-MOD-20060306-00024.

On October 1, 2007, the Policy Branch granted with conditions EchoStar Satellite Operating Corporation's request, to extend the terms of its
authorization. Accordingly, EchoStar IS authorized to continue to operate its Direct Broadcasting Service satellite, EchoStar 1 (Call Sign
S2739), at the 148.0° W.L. orbital location in the 12.2-12.7 GHz (space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands and to
conduct Telemetry, Tracking, and Control operations at the 5926.5 MHz, 6423.5 MHz, 4198.5 MHz, and 4199.5 MHz frequencies to effect its
operations at the 148.0° W.L. orbital location until November 26, 2016. EchoStar's operations must be in accordance with the technical
specifications set forth in the application, existing authorization, the Attachment to grant, and the Commission's rules.

authorization. Accordingly, EchoStar IS authorized to continue to operate its Direct Broadcasting Service (DBS) satellite, EchoStar 2 (Call Sign:
S2231), at the 148.0° W.L. orbital location in the 12.2-12.7 GHz (Space-to-Earth) and 17.3-17.8 GHz (Earth-to-space) frequency bands and to
conduct Telemetry, Tracking, and Control operations at the 5923.5 MHz, 6426.6 MHz, 3698.5 MHz, and 3699.5 MHz frequencies to effect its
operations at the 148.0° W.L. orbital location until November 26, 2016. EchoStar's operations must be in accordance with the technical
specifications set forth in the application, its prior authorization, the Attachment to grant, and the Commission's Rules.

On October 4, 2007, the Policy Branch granted with conditions PanAmSat Licensee Corp.'s (PanAmSat)'s request to modify its authority to
construct, launch, and operate a C and Ku-band satellite, INTELSAT 11, IBFS File No. SAT-MOD-20070207-00027 as amended by
SAT-AMD-20070716-00102 (Call Sign: S2237), at the 43.1° W.L orbital location. Accordingly, PanAmSat is authorized to provide Fixed
Satellite Services (FSS) in the 3700-4200 MHz (space-to-Earth), 5925-6425 MHz (Earth-to-space), 10.70-11.45 GHz (space-to-Earth),
12.75-13.25 GHz (Earth-to-space) and 13.75-14.00 GHz (Earth-to-space) frequency bands using the INTELSAT 11 satellite at the 43.1° W.L
orbital location, in accordance with the technical specifications set forth in its application, the attachment to grant, and the Commission's Rules.

Nature of Service:       Earth Exploration Satellite Service


On October 4, 2007, the Policy Branch granted with conditions DG Consents Sub, Inc.'s (DG's) application, SAT-MOD-20070730-00107, to
modify its authorization to operate a Non-Geosynchronous Orbit Satellite (NGSO) System in the Earth Exploration Satellite Service (EESS).
Accordingly, DG is authorized to modify its WorldView-60 satellite to operate with an apogee of 521 kilometers and a perigee of 506 kilometers,
with an inclination of 97.36 degrees. In addition, DG is authorized to reinsert its NGSO WorldView-110 satellite into its NGSO system.
WorldView-110 is authorized to operate with an apogee of 795 kilometers and a perigee of 780 kilometers, with an inclination of 98.5 degrees.
WorldView-60 and WorldView-110 are also each authorized to operate an EESS data downlink centered at 8185 MHz with a 375 megahertz
bandwidth, to operate a tracking, telemetry and control (TT&C) uplink channel centered at 2085.6875 MHz with a 1.32 megahertz bandwidth, and
to operate two downlink TT&C channels centered at 8380 MHz with 2695 kilohertz and 5800 kilohertz bandwidths, respectively, in accordance
with the technical parameters set forth in its application, the Commission's rules, and the attachment to grant.

On September 28, 2007, the Satellite Policy Branch granted special temporary authority (STA), subject to conditions, to XM Radio Inc. to drift
the XM-2 satellite from its current location at 115.1° W.L. to 85.2º W.L. The STA is for a period of 60 days and is effective as of October 12,
2007. XM will operate only XM-2’s command and telemetry system during the satellite’s relocation to 85.2°W.L.
