On June 29, 2007, the Satellite Policy Branch granted special temporary authority to Sirius Satellite Radio Inc. (Sirius) to operate 15 terrestrial
repeaters at power levels at or below 2 kW EIRP for a period of 180 days, at the locations set forth in the Exhibit attached to its application, with
the technical parameters specified in its application, and subject to conditions.

Nature of Service:       Fixed Satellite Service


On July 3, 2007, the Policy Branch granted with conditions PanAmSat Licensee Corp.'s request (PanAmSat's), File No.
SAT-STA-20070627-00088. Accordingly, PanAmSat IS AUTHORIZED, for a period of 30 days commencing on July 8, 2007 to conduct space
station Telemetry, Tracking, and Control (TT&C) operations on the SBS-6 satellite necessary to effect the drift of the satellite from the 74.05°
W.L. orbital location to the 73.95° W.L. orbital location and while at the 73.95° W.L. orbital location and to operate the SBS-6 satellite in the
14.0-14.5 GHz (Earth-to-space) and 11.7-12.2 GHz (space-to-Earth) conventional Ku-band frequencies at the 73.95° W.L. orbital location in
accordance with the terms, conditions, and technical specifications set forth in its application, this Attachment, and the Federal Communications
Commission's (Commission) Rules.

The Bureau has determined that ATCONTACT Communications, LLC has met the contract execution milestone associated with this
authorization (File Nos. SAT-LOA-19971222-00222, SAT-LOA-20040322-00234/35/36/37, as amended by SAT-AMD-20040719-00141,
SAT-AMD-20040322-00057, and SAT-MOD-20060511-00056). Accordingly, ATCONTACT may reduce the bond amount by 20% as
provided in the Amendment of the Commission's Space Station Licensing Rules and Policies, First Report and Order and Further Notice of
Proposed Rulemaking, IB Docket No. 02-34, 18 FCC Rcd 10760 (2003); Amendment of the Commission's Space Station Licensing Rules
and Policies, First Order on Reconsideration and Fifth Report and Order, IB Docket No. 02-34, 19 FCC Rcd 12637 (2004), 47 C.F.R. §
25.165(d). This action is taken without prejudice to the Commission’s action in SAT-MOD-20070309-00048 and
SAT-AMD-20070309-00049.
