On May 17, 2007, the Satellite Division granted special temporary authority to XM Radio Inc. (XM) to operate indoor terrestrial
repeaters with Effective Isotropically Radiated Powers (EIRP) of up to 0.5 watts and up to 0.0001 watts at various events - such as
promotional events, press events, and trade shows - for a period of 180 days, with the technical parameters specified in its application
and subject to conditions.

terrestrial repeater with an Effective Isotropically Radiated Power (EIRP) of 0.0001 watts from May 21 through May 24, 2007, at
Sirius' annual stockholders meeting in New York City with the technical parameters and at the location specified in its application,
subject to conditions.

On May 17, 2007, the Policy Branch granted with conditions Intelsat North America LLC's (Intelsat North America's) request, File
No. SAT-STA-20070511-00070, for Special Temporary Authority (STA). Accordingly, Intelsat North America IS AUTHORIZED
for thirty days from May 18, 2007 to June 17, 2007, to conduct space station Telemetry, Tracking, Control, and Monitoring
(TTC&M) operations during the relocation of the INTELSAT 602 satellite (Call Sign S2389) from its current location at the 150.5º
E.L. orbital location to the 157º E.L. orbital location and while at the 157º E.L. orbital location, in accordance with the terms,
conditions, and technical specifications set forth in its application, the attachment to grant, and the Federal Communications
Commission's Rules.
