The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless

Intelsat North America LLC (Intelsat North America) has filed an application to amend its pending application to launch and operate
a replacement C/Ku-band satellite, to be known as IA-9, at the 77º W.L. orbital location. (See File No. SAT-RPL-20041015-00201.)
Specifically, Intelsat North America (1) seeks non-common carrier status only, (2) withdraws its petition for declaratory ruling
pursuant to Section 310(b), and (3) provides updated information regarding the company's ownership. All other information in the
application remains the same. Intelsat North America currently holds a dual use, common carrier/non-common carrier authorization
for the Telstar 4 satellite at 77º W.L. Intelsat North America seeks authorization for the IA-9 satellite, which will replace Telstar 4,
on a non-common carrier basis.

SAT-AMD-20050621-00131). Intelsat North America submits a revised orbital debris mitigation plan in order to comply with the
requirements of the Second Report and Order on orbital debris and Section 25.114 of the Commission's rules as described in the FCC
Public Notice of October 13, 2005 (DA 05-2698). All the other information in the applications (See File Nos.
SAT-RPL-20041015-00201 and SAT-AMD-20050621-00131) remains the same.

Intelsat North America LLC (Intelsat North America), is requesting to amend its pending application to launch and operate a
replacement C/Ku-band satellite, Intelsat Americas-9 (IA-9), at the 77º W.L. orbital location. (See File Nos.
SAT-RPL-20041015-00201, SAT-AMD-20050621-00131 and SAT-AMD-20051118-00237) Specifically, by this amendment
Intelsat North America requests FCC authority to launch and operate IA-9 at the 97º W.L. orbital location instead of the 77º W.L.
orbital location as originally requested. A revised Technical Exhibit and Schedule S are included with this amendment. Simultaneously
with this amendment, Intelsat North America is filing a fleet management notice to seek authorization to move the IA-5 satellite from
its current position at the 97º W.L. orbital location to the 77º W.L. orbital location following the launch of IA-9. Intelsat North
America expects to launch the IA-9 satellite to the 97º W.L. location between the second and fourth quarters of 2007 and relocate the
IA-5 satellite to the 77º W.L. location between the second quarter of 2007 and the first quarter of 2008.

EchoStar Satellite Operating Corporation (EchoStar) has filed a modification application to operate its EchoStar 9 Satellite on the
Ka-band frequencies 18.3-18.5 GHz, 18.6-18.8 GHz, 28.4-28.6 GHz, and 29.3-29.5 GHz at the 121º W.L. orbital location. Although
the EchoStar 9 Satellite is already located at the 121º W.L. orbital location, EchoStar is authorized to launch a new Ku-band/Ka-band
satellite into this location, with a launch milestone in 2009. EchoStar claims that authorizing the EchoStar 9 to use the specified
portion of the Ka-band now will permit it to use these frequencies earlier, rather than leave them unused.

EchoStar also requests waivers of Section 25.210(d) and 25.210(i) of the Commission’s rules with respect to the above-referenced
Ka-band frequencies.

Petition for Declaratory Ruling to be Added to the Permitted List


Horizons Satellite LLC (Horizons) is a 50/50 joint venture between Intelsat Corporation (formerly PanAmSat Corporation) and JSAT
International, Inc., a subsidiary of JSAT Corporation. Horizons notifies the Commission of a change in ownership of Intelsat
Corporation (formerly PanAmSat Corporation). Intelsat Holdings, Ltd. is now the indirect 100 percent owner of Intelsat Corporation
(formerly PanAmSat Corporation). The change in ownership is consistent with the Commission's approval of the transfer of control
of various licenses held by Intelsat Corporation (formerly PanAmSat Corporation) to Intelsat Holdings, Ltd. in its Memorandum
Opinion and Order, FCC 06-85, rel. June 19, 2006. The approved transfer of control was consummated effective July 3, 2006. See
