Special Temporary Authority
Grant of Authority                                                                                         Effective Date:    08/23/2006



On August 23, 2006, the Policy Branch granted with conditions DIRECTV Enterprises, LLC's (DIRECTV) request for special
temporary authority (STA), File No. SAT-STA-20060404-00038. Accordingly, DIRECTV is authorized to continue to conduct
Tracking, Telemetry, and Command (TT&C) necessary to maintain the DIRECTV 6 satellite as an in-orbit spare at the 109.5º W.L.
orbital location for a period of 180 days in accordance with the terms, conditions, and technical specifications set forth in its
application, the Commission's rules and the Attachment to grant.

SAT-LOA-20031119-00336               S2603          Pegasus Development Corporation

On January 30, 2004, the Satellite Division, International Bureau, Federal Communications Commission granted Pegasus
Development Corporation's (Pegasus's) application to operate its Pegasus IA satellite at the 87º W.L. orbital location in the
18.3-18.8 GHz, 19.7-20.2 GHz, 28.35-28.6 GHz, and 29.25-30.0 GHz frequency bands. Although Pegasus met its first
milestone--contract execution--it failed to meet its second milestone--complete critical design review by January 30, 2006.
Further, Pegasus did not request an extension of this second milestone date. Instead, on January 30, 2006, Pegasus surrendered its
authorization for Pegasus IA. See Letter from Bruce D. Jacobs, Esq., Counsel for Pegasus Development Corporation, to Marlene
H. Dortch, Office of the Secretary, Federal Communications Commission, dated January 30, 2006. Consequently, the satellite
authorization for Pegasus IA is null and void by its own terms. Accordingly, this orbit location and associated frequency bands are
available for assignment to other applicants.
