The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless
otherwise noted. 47 C.F.R. § 25.154.

Amendment


On June 26, 2006, ATCONTACT COMMUNICATIONS, LLC, (ATCONTACT) filed an amendment to a modification request (See
File No. SAT-MOD-20060511-0059) that was subsequently granted. See Public Notice, Report No. SAT-00374, DA No. 06-1382. As
a result, the amendment will be treated as a request for modification of its existing authorization (Call Sign: S2680) to operate at the
83º W.L. orbital location. In this June 26, 2006 filing, ATCONTACT seeks to add the 18.3-18.8 GHz (downlink), 19.7-20.2 GHz
(downlink), 28.35-28.6 GHz (uplink) and 29.25-30.0 GHz (uplink) frequency bands to its authorization to operate at 83º W.L. orbital
location.

Amendment


New ICO Satellite Services, G.P. (ICO) has filed an amendment to its 2005 application to modify its 2 GHz spectrum reservation
(SAT-MOD-20051021-00206). In its 2005 modification application, ICO proposed adding a GSO satellite to its 2 GHz MSS system at
115 degrees W.L.. In its amendment application, ICO proposes to change the orbit location of that satellite to 114.75 degrees, W.L.
ICO also seeks a waiver satellite processing of Sections 25.116(a) and (b) of the Commission's rules, 47 C.F.R. Section 25.116(a), (b),
to allow it to maintain its place in the queue.

Replacement Satellite Application (no new frequency)

DIRECTV Enterprises, LLC has filed an application for authority to launch DIRECTV 13 (Call Sign: S2693), a Direct Broadcast
Satellite (DBS) service satellite, and it to operate it at the 110° W.L. nominal orbital location. DIRECTV 13 will provide DBS service
in the Ku-band and will replace the operations currently being provided by the DIRECTV 5 satellite at this location.

DIRECTV 13 is designed to provide DBS service in the AP30/30A bands (12.2-12.7 GHz (space-to-Earth) and 17.3-17.8 GHz
(Earth-to-space)). The Telemetry, Tracking and Control (TT&C) functions will be provided at the edges of the 12.2-12.7 GHz
(space-to-earth) and the17.3-17.8 GHz (Earth-to-space) bands.

The portions of the application pertaining to operation in the 36 MHz and 82 MHz wideband modes have been dismissed without
prejudice to refiling. In addition, the portion of the application pertaining to a payload capable of operating on 16 even-numbered
channels was also dismissed due to failure to provide information required by Section 25.114. See Letter to William W. Wiltshire, Esq.,

Commission, dated August 17, 2006 (DA 06-1651).
