Special Temporary Authority

On June 28, 2006, PanAmSat Licensee Corp. filed an application for Special Temporary Authority (STA) to operate the Ku-band
payload on its PAS-9 space station for 180 days at the 26.15° E.L. orbital location. PanAmSat previously filed a request for STA to
operate PAS-9 at that location for a period of 30 days. (See File No. SAT-STA-20060627-00070). PanAmSat requests both STAs so
that the Arab Satellite Communications Organization (Arabsat), which is leasing capacity on PAS-9 from PanAmSat, will be able to use
the Ku-band transponders on PAS-9 to maintain continuity of service until a new satellite becomes operational as a replacement.
Arabsat’s replacement satellite is not scheduled to be launched until December 2006. Accordingly, and to ensure that Arabsat has the
time it needs, PanAmSat requests this 180-day STA in addition to its earlier, pending request for STA for 30 days.
