The effective date of these actions is the release date of this Notice, except were an effective date is specified. SAT-MOD-20060425-00048 E S2146 PanAmSat Licensee Corp. Modification Grant of Authority Effective Date: 06/29/2006 Nature of Service: Fixed Satellite Service On June 28, 2006, the Policy Branch granted with conditions PanAmSat Licensee Corp.'s (PanAmSat) application, IBFS File No. SAT-MOD-20060425-00048 (Call Sign: S2146), to relocate its C-band satellite, GALAXY-9, from 90.9° W.L. orbital location, where it served as an in-orbit spare, to 74.15 W.L. orbital location IS GRANTED. Accordingly, PanAmSat is authorized to operate GALAXY-9 from the 74.15 W.L. orbital location with ±0.05 longitudinal station-keeping, in the 3700 - 4200 MHz (space-to-Earth) and 5925-6425 MHz (Earth-to-space) frequency bands. Other than the change in orbital location, the conditions contained in the prior authorization otherwise remain in effect and the GALAXY-9 satellite will operate in accordance with the terms, conditions, and technical specifications set forth in its application, the attachment to grant, and the Commission's Rules. Special Temporary Authority Grant of Authority Effective Date: 06/29/2006 On June 29, 2006, the Policy Branch granted PanAmsat's application for temporary authority to operate TT&C services on Galaxy 15 from the 133.25 WL orbital position from January 4, 2006 until February 27, 2006 consistent with the prior STA (IBFS File No. SAT-STA-20051123-00251). SURRENDER On June 26, 2006, Loral Space & Communications Inc. surrendered its Ku-band authorization (Call Sign: F-2) at the 47° W.L. orbit location. See Letter from George F. Wazeter, Director, Regulatory Affairs, Loral Skynet, to Marlene H. Dortch, Secretary, Federal Communications Commission, dated June 26, 2006. Accordingly, the 13.75-14.5 GHz (Earth-to-space) and the 11.45-12.26 GHz, 12.5 - 12.75 GHz, and 10.95-11.2 GHz (space-to-Earth) frequencies previously assigned to Loral at the 47° W.L. orbit location are now available for reassignment. In light of this surrender, the Application for Review, in Part, filed on May 6, 2003, and the Motion for Immediate Partial Vacatur filed on May 1, 2003 by Orbital Resources LLC are DISMISSED as MOOT.
