Petition for Declaratory Ruling to be Added to the Permitted List

Satelites Mexicanos, S.A. de C.V. (Satmex) has filed a petition for a declaratory ruling, File No. SAT-PPL-20060329-00030, to add the
C- and Ku-band Satellite Satmex 6, which is licensed by Mexico, to be located at the 113° W.L. orbital location, to the Commission's
Permitted Space Station List (Permitted List). In its petition, Satmex 6 requests a waiver of the requirement in Section 25.210(a)(3)
of the Commission’s rules that 4/6 GHz band space stations shall be capable of switching polarization sense upon ground command.
Satmex 6 also requests a waiver of the requirement in Section 25.210(i) of the Commission’s rules that space station antennas in the
Fixed-Satellite Service (FSS) must be designed to provide a cross-polarization isolation such that the ratio of the on axis co-polar gain
to the cross-polar gain of the antenna in the assigned frequency band shall be at least 30 dB within its primary coverage area. Satmex
6 also requests authorization for FSS direct-to-home service.
