Unless otherwise specified, the following procedures apply to the applications listed below:

The applications listed below have been found, upon initial review, to be acceptable for filing. These applications are not
subject to the streamlined processing procedures set forth in Section 63.12 of the Commission’s rules, 47 C.F.R. § 63.12.
These applications shall not be deemed granted until the Commission affirmatively acts upon the application, either by
public notice or by written order. Operation for which authorization is sought may not commence except in accordance
with any terms or conditions imposed by the Commission.

Unless otherwise specified, interested parties may file comments with respect to these applications within 28 days of the
date of this public notice. We request that such comments refer to the application file number shown below. No
application listed below shall be granted by the Commission earlier than the day after the date specified in this public
notice for the filing of comments.

Unless otherwise specified, ex parte communications between outside parties and Commission staff concerning these
applications are permitted subject to the Commission’s rules for “permit-but-disclose proceedings.” See 47 C.F.R. §
1.1206.

Petition for Declaratory Ruling
Thrane & Thrane Airtime Ltd. ("T&T Airtime" or the "Petitioner") requests a declaratory ruling that the public interest would not be
served by prohibiting its indirect foreign ownership in excess of the 25 percent benchmark set forth in section 310(b)(4) of the
Communications Act of 1934, as amended (the "Act"). T&T Airtime filed its petition in conjunction with its application that requests
a blanket license for 20,000 mobile earth terminals to be used in the United States with Inmarsat's Broadband Global Area Network.

T&T Airtime is wholly owned by Thrane & Thrane US Holdings Ltd. ("T&T US"), a Delaware corporation that is wholly owned by
Thrane & Thrane Airtime A/S, a Danish company. Thrane & Thrane Airtime A/S, in turn, is wholly owned by Thrane & Thrane A/S
(Thrane & Thrane"), a publicly traded company organized under the laws of the Kingdom of Denmark, a World Trade Organization
Member country. Thrane & Thrane's shares are listed on the Copenhagen Stock Exchange, and no shares confer any special rights
upon any shareholder. Thrane & Thrane has over 1800 shareholders, but only four shareholders hold greater than 5 percent of the
company's stock. Lars Thrane, a citizen of the Kingdom of Denmark, holds a 27 percent ownership interest in the company. Mr.
Thrane is also president of Thrane & Thrane and a member of the company's Board of Directors. The remaining three shareholders
holding more than 5 percent of the company's stock are the following institutional investors: Schroder Investment Management
Limited (UK), organized under the laws of the United Kingdom (6.1 percent as of February 17, 2004); Famandsforeningen LD (7
percent as of September 9, 2005); and PKA A/S (5.13 percent as of December 21, 2005).

The Petitioner asserts that, pursuant to the rules and policies established by the Commission's Foreign Participation Order, 12 FCC Rcd
18158 (2000), the indirect foreign ownership of T&T Airtime in excess of the 25 percent benchmark in Section 310(b)(4) of the Act
is consistent with the public interest.

Amendment
Service(s):         INMARSAT and Mobile Satellite Service
Service(s):    Inmarsat and Mobile Satellite Service

By letter dated May 26, 2006, Thrane & Thrane Airtime Ltd. ("T&T") amended its application, ITC-214-20060413-00241, to
broaden the authority requested in the underlying application to include Inmarsat and Mobile Satellite Service from all Inmarsat-4
satellites, in accordance with Section 63.18(e)(3) of the rules. The underlying application seeks authority to provide facilities-based
service in accordance with Section 63.18(e)(1) of the rules, and also to provide resale service in accordance with Section 63.18(e)(2) of
the rules (see Public Notice, Report No. TEL-01021S, rel. Apr. 28, 2006). This application was removed from streamlined processing
on May 12, 2006 (see Public Notice, Report No. TEL-01026S, rel. May 12, 2006).

T&T's amendment describes the proposed services to be offered by T&T via the Inmarsat-4 satellites, including (a) facilities-based and
resale of Broadband Global Area Network ("BGAN") services; and (b) resale of existing Inmarsat services, including Inmarsat Mini-M,
M, M4, B and C services.
