Modification

XM Radio Inc. (XM Radio) seeks to modify the license of its S-band/X-band satellite, XM-1 (Call Sign S2118), in order to relocate it to
the 85.2° W.L. orbital location from the 115.1° W.L. orbital location. Operations of the XM-1 satellite at the 115.1° W.L. orbital
location are the subject of a separate request for special temporary authority (IBFS File No. SAT-STA-20060501-00051). XM Radio
states that it will operate at the 85.2° W.L. orbital location with an east-west stationkeeping tolerance of ±0.05 degrees. After XM-1
is relocated to the 85.2° W.L. orbital location, it will cease transmitting and will serve as an in-orbit spare for the XM-3 satellite
currently operating at the 85.1°W.L. orbital location.

Special Temporary Authority

XM Radio Inc. (XM Radio) requests special temporary authority (STA) to (i) test the XM-4 satellite (Call Sign S2616) at the 110.7°
W.L. orbital location for a period of 90 days following launch, and (ii) drift XM-4 to the 115° W.L. orbital location after testing is
complete. Launch of the XM-4 satellite is currently expected to occur as early as September 2006. XM Radio seeks authority to
operate the XM-4 satellite at the 110.7° W.L. orbital location with an east-west stationkeeping tolerance of ±0.10 degrees and
accordingly requests a waiver of Section 25.210(j) of the Commission's rules, to the extent necessary. XM Radio also requests waiver
of Section 25.114 of the Commission's rules to the extent that it requires a Schedule S to be filed with a space station STA request.

XM Radio Inc. (XM Radio) requests special temporary authority (STA) to (i) drift XM-1 (Call Sign S2118) to the 115.1° W.L. orbital
location, (ii) operate XM-1 at the 115.1° W.L. orbital location, and (iii) subsequently drift XM-1 to the 85.2° W.L. orbital location.
XM Radio requests a waiver, to the extent necessary, of the requirement to provide satellite antenna gain contours as part of this
request for STA.
