The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined the application is not in

SAT-AMD-20060505-00054 E S2651 New ICO Satellite Services G.P.

Amendment

New ICO Satellite Services G.P. (ICO) filed an amendment to its pending applications (File Nos. SAT-MOD-20050926-00182 and
SAT-AMD-20050927-00186) for modification of its 2 GHz mobile satellite service authorization. ICO requests authority to locate its
satellite at 92.85° W.L. instead of 93° W.L. as filed. ICO states this change will simplify station keeping operations and minimize the
likelihood of in-orbit collisions with other satellites. ICO also asks the Commission to defer action on its request for waiver to use
C-band frequencies for limited or emergency telemetry, tracking, and command operations, pending completion of ICO’s frequency
coordination with other satellite operators. In addition, ICO requests a waiver of 47 C.F.R. §§ 25.116 (b) and (d). Under these
Sections, applications are considered newly filed, and lose their place in the processing queue, when amended by a major amendment.

Special Temporary Authority

EchoStar Satellite L.L.C. (ESLLC) and EchoStar Satellite Operating Corporation (ESOC) (collectively EchoStar) request a 180-day
extension of the special temporary authority (STA) currently held by ESLLC to operate a Direct Broadcast Satellite (DBS) service
satellite over channels 23 and 24 at 61.5° W.L. (See File No. SAT-STA-20050926-00183.) Echostar also seeks to substitute ESOC as
the holder of the STA, and to waive the customer notification requirements.
