On April 28, 2006, the Policy Branch granted with conditions PanAmSat Licensee Corp.'s (PanAmSat) application for Modification,
File Nos. SAT-MOD-20060228-00017. Accordingly, PanAmSat is authorized to re-point the Ku-band Southeast Asia downlink beam
to New Zealand on its Fixed Satellite Service C and Ku-band satellite, PAS-5, at the 166 E.L. orbit location, Call Sign: S2460, in the
frequency band 12.25 - 12.75 GHz (space-to-Earth). The proposed change is limited to the Southeast Asia beam; the coverage of
PAS-5's remaining (uplink and downlink) beams will not change. Other than re-pointing the Southeast Asia downlink beam, the
conditions contained in the prior authorization, DA 06-6 (rel. Jan. 4, 2006), remain in effect. Accordingly, PanAmSat is authorized to
operate the PAS-5 satellite at the 166 E.L. orbit location in the 12.25-12.75 GHz, 14.0-14.5 GHz, 3700-4200 MHz and 5925-6425
MHz frequency bands in accordance with the terms, conditions, and technical specifications set forth in its application, the attachment
to grant, conditions of the prior authorization, and the Commission's Rules.

On April 28, 2006, the Policy Branch granted with conditions EchoStar Satellite Operating Corporation's request for special temporary
authority, File No. SAT-STA-20060303-00023. Accordingly, EchoStar is authorized for a period of 180 days, commencing on April
28, 2006, (1) to conduct Telemetry, Tracking and Control (TT&C) operations related to the relocation of the direct broadcast
satellite (DBS), EchoStar 6 (Call Sign: S2232) from the 110.35° W.L. orbital location to the 110.4° W.L. orbital location and (2) to
continue TT&C operations at the 110.4° W.L. orbital location sufficient to maintain the EchoStar 6 satellite as an in-orbit spare with
+/- 0.05 longitudinal stationkeeping, in accordance with the terms, conditions, and technical specifications set forth in the Attachment
to the grant and the Commission's rules.

on April 28, 2004 to operate EchoStar 6 at 100.35° W.L. orbital location subject to the same conditions as those attached to the prior
grant of SAT-STA-20060303-00022.

INFORMATIVE
Under the provisions of the Second Space Station Licensing Reform Order, 18 FCC Rcd 12507 (2003), the Satellite Division finds
that the modification request filed by Intelsat on April 7, 2006, SAT-MOD-20060407-00039, is not appropriate for the
streamlined procedure for fleet management maneuvers specified in Section 25.118(e) of the Commission's rules, 47 C.F.R. §
25.118(e). Therefore, this applicant will not be allowed, at this time, to modify its license without prior authorization pursuant
to Section 25.118(e) as specified in its modification request. Accordingly, the status of SAT-MOD-20060407-00039 is that of a
pending request for modification that has yet to be accepted for filing. This determination is without prejudice to any subsequent
Commission action on the modification request.
