Nature of Service:     Fixed Satellite Service


On March 3, 2006, the Policy Branch, granted with conditions PanAmSat Licensee Corp.'s (PanAmSat) application,
SAT-RPL-20051118-00233, to construct, launch, and operate the hybrid C- and Ku-band Galaxy-16 satellite (Call Sign: S2687) at the
99° W.L. orbital location. Accordingly, PanAmSat is authorized to operate the Galaxy-16 satellite at the 99° W.L. orbital location in
order to provide service in the C-band frequencies of 5925-6425 MHz (Earth-to-space), 3700-4200 MHz (Space-to earth) and the
Ku-band frequencies of 14000-14500 MHz (Earth-to-space) and 11700-12200 MHz (Space-to earth), in accordance with the technical
specifications set forth in its application, Federal Communication Commission's (Commission) Rules, and the conditions of grant.

This file was previously known as SAT-LOA-20051118-00233 but was renumbered because Galaxy 16 is a replacement satellite.

The Bureau has determined that SES Americom has met the Launch and Operate milestone associated with this authorization and
may cancel the bond, as provided in the Amendment of the Commission's Space Station Licensing Rules and Policies, First Report
and Order and Further Notice of Proposed Rulemaking, IB Docket No. 02-34, 18 FCC Rcd 10760 (2003); Amendment of the
Commission's Space Station Licensing Rules and Policies, First Order on Reconsideration and Fifth Report and Order, IB Docket
No. 02- 34, 19 FCC Rcd 12637 (2004).

SAT-MOD-20050511-00097              S2348          ORBIMAGE License Corp.

On February 8, 2006, Orbimage, Inc. filed a $5 million performance bond, payable to the U.S. Treasury, as required by its space
station authorization to launch and operate its NGSO satellite. (See Grant Stamp (January 9, 2006)).
