These applications are not subject to the streamlined processing procedures set forth in Section 63.12 of the Commission’s rules, 47 C.F.R. § 63.12. These applications shall not be deemed granted until the Commission affirmatively acts upon the application, either by public notice or by written order. Operation for which authorization is sought may not commence except in accordance with any terms or conditions imposed by the Commission. Unless otherwise specified, interested parties may file comments with respect to these applications within 28 days of the date of this public notice. INFORMATIVE By letter dated January 30, 2006, Stratos Communications, Inc. ("Stratos") amended its application, ITC-214-20050826-00351, to broaden the authority requested in the underlying application to include all Inmarsat-4 satellites. Stratos's amendment also clarifies that the proposed services to be offered by Stratos via the Inmarsat-4 satellites pursuant to its requested section 214 authority include existing and evolved services that are currently provided via the Inmarsat-3 satellites pursuant to previously-granted international section 214 authorizations (see, e.g., COMSAT Corporation d/b/a COMSAT Mobile Communications, et al., Memorandum Opinion, Order and Authorization, FCC 01-272, 16 FCC Rcd 21661 (2001)). This application was placed on Public Notice for Non-Streamlined processing on January 18, 2006 (see Public Notice, Report No. TEL-00984NS). REMINDER: Applicants must certify that neither the applicant nor any party to the application is subject to a denial of federal benefits by federal and/or state courts under authority granted in 21 U.S.C. § 862.
