Granted PanAmsat's application for temporary authority to operate TT&C services on Galaxy 15 from the 133.25 WL orbital
position for 30 days commencing on December 5, 2005.

Special Temporary Authority

On December 6, 2005, Satellite Division, Policy Branch, granted with conditions Lockheed Martin Corporation's request for special
temporary authority to perform testing of its LM-RPS1 payload at 133.25º W.L. for a period of 30 days. Accordingly, Lockheed
Martin Corporation is authorized on non-interference basis to perform testing of its LM-RPS1 payload for the period from December
6, 2005 though and including January 5, 2006 in accordance with the terms, conditions, and technical specifications set forth in its
application, the conditions of grant, and the Federal Communications Commission's Rules.

In a Public Notice released on October 13, 2005, the International Bureau informed applicants that the orbital debris disclosure
rules became effective on October 19, 2005, and that if a pending application required the submission of technical information
pursuant to Section 25.114 of the Commission’s rules, an orbital debris mitigation disclosure statement was required to be filed by
the November 18, 2005 or the underlying application would be dismissed as incomplete. Public Notice, International Bureau
Satellite Division Information Disclosure of Orbital Debris Mitigation Plans, Including Amendment of Pending Applications, DA
05-2698, Report No. SPB-112 (October 13, 2005). Pegasus Development failed to file its orbital debris mitigation disclosure
statement. Accordingly, its application is dismissed without prejudice to refiling.
