SAT-MOD-20050610-00120, to add domestic extended Ku-band service on a non-interference, unprotected basis, relative to fixed
stations (FS), to its existing authorization to operate the in-orbit Fixed Satellite Service (FSS) C-and Ku-band INTELSAT 905 satellite
(Call Sign: S2409) at 24.5° W.L. (335.5° E.L.). Accordingly, Intelsat North America is authorized to operate the INTELSAT 905
satellite at 24.5° W.L. (335.5° E.L.) in order to provide domestic service in the extended Ku-bands, 10.95-11.2 GHz (space-to-Earth)
and 11.45-11.7 GHz (space-to-Earth), This is in addition to Intelsat North America's continuing authority to provide protected
international service in the extended Ku-bands, 10.95-11.2 GHz and 11.45-11.7 GHz (space-to-Earth), as well as protected
international and domestic services in the C- and Ku- bands, 3625- 3700 MHz and 3700- 4200 MHz (space-to-Earth); and 5850- 5925
MHz, 5925- 6425 MHz and 14.0-14.5 GHz (Earth-to-space). The conditions of Intelsat North America's existing authorization
otherwise remain unchanged.

at 53° W.L. (307° E.L.) in order to provide domestic service in the extended Ku-bands, 10.95-11.2 GHz (space-to-Earth) and
11.45-11.7 GHz (space-to-Earth) This is in addition to Intelsat North America's continuing authority to provide protected
international service in the extended Ku-bands, 10.95-11.2 GHz, and 11.45-11.7 GHz(space-to-Earth), as well as protected
international and domestic services in the C- and Ku- bands, 3625- 3700 MHz,3700- 4200 MHz and 11.7-11.95 GHz (space-to-Earth);
and 5850- 5925 MHz, 5925- 6425 MHz and 14.0-14.5 GHz (Earth-to-space). Intelsat North America also has existing authority to
operate the INTELSAT 707 satellite in the 12.5-12.75 GHz (space-to-Earth) frequency band over International Telecommunication

11.45-11.7 GHz (space-to-Earth). This is in addition to Intelsat North America's continuing authority to provide protected
international service in the extended Ku-bands, 10.95-11.2 GHz and 11.45-11.7 GHz (space-to-Earth), as well as protected
international and domestic services in the C- and Ku- bands, 3625- 3700 MHz, 3700- 4200 MHz, and 11.7-11.95 GHz
(space-to-Earth); and 5850- 5925 MHz, 5925- 6425 MHz and 14.0-14.5 GHz (Earth-to-space). Intelsat North America also has

On August 17, 2005, Intelsat, LLC filed an application for modification of its authorization to operate its INTELSAT 604 satellite,
pursuant to the streamlined fleet management procedures under section 25.118(e) of the Commission's rules to move INTELSAT 604,
operating on the 5850-6425 MHz (Earth-space); 3625-4200 MHz (space-Earth); 14.0-14.50 GHz (Earth-space); 10.95-11.2 GHz and
11.45-11.7 GHz (space-Earth) frequency bands, from 157.0 E.L. to 178.0 E.L. This modification became effective on September 16,
2005. Intelsat expects to have the INTELSAT 604 satellite at the 178.0 E.L. location in January/February 2006.

23, 2005 to provide Mobile Satellite Service (MSS) in the 1616-1618.25 MHz band in support of Hurricane Rita recovery on an
unprotected, non-interference basis in accordance with the terms, conditions and technical specifications set forth in the Commission's
rules and the grant instrument.

2005 through November 1, 2005 to provide Mobile Satellite Service (MSS) in the 1616-1618.25 MHz band in support of Hurricane
Katrina recovery on an unprotected, non-interference basis in accordance with the terms, conditions and technical specifications set
forth in the Commission's rules and the grant document.

SAT-PPL-20050926-00184               S2684          Inmarsat Global Limited

On October 5, 2005, the Satellite Division, Policy Branch, granted Inmarsat Global Limited's (Inmarsat's) request to designate
Inmarsat's Petition for Declaratory Ruling to serve the United States using a spacecraft that will operate in the 2 GHz band and
the extended Ku band, File No. SAT-PPL-20050926-00184, as "permit-but-disclose" for purposes of the Commission's rules
governing ex parte communications. See Letter from John P. Janka, Counsel for Inmarsat Global Limited, to Donald Abelson,
Chief, International Bureau, Federal Communications Commission, dated Oct. 4, 2005. We find that designating the application
as "permit-but-disclose" will facilitate resolution of the complex policy issues raised by the application. Thus, we designate IBFS
File No. SAT-PPL-20050926-00184 as "permit-but-disclose," effective October 5, 2005. See 47 C.F.R. §§ 1.1200(a), 1.1206
and 1.1208, Note 2. This action is without prejudice to any determination regarding the processing of the application.
