On September 22, 2005, the Policy Branch, Satellite Division, granted with conditions XM Radio Inc.'s (XM Radio) request for special
temporary authority (STA) to operate a terrestrial repeater with a maximum power of 2 kW EIRP at a Professional Golf Association
(PGA) tour event, the Presidents Cup, to be held on September 19-25, 2005. This grant is effective September 22, 2005.
Accordingly, XM Radio is authorized to operate a terrestrial repeater with a maximum power of 2 kW EIRP at the Presidents Cup,
effective from September 22 until September 25, 2005, in accordance with the terms, conditions, and technical specifications set forth
in its application, the Federal Communications Commission's Rules, and the conditions imposed in the grant. In addition, the Policy
Branch dismissed as moot the portion of the STA request seeking to operate a terrestrial repeater at PGA tour events that have passed
and were not part of the prior partial PGA XM STA grant (DA 05-1641, 20 FCC Rcd 10661) which was released on June 9, 2005.
This action resolves all issues deferred in the June 9, 2005 Order. Nothing in this action grants XM Radio authority to operate at
events that occur more than 180 days from June 9, 2005 the date of the PGA XM STA was released. XM Radio must seek additional
special temporary authority for such events.

Granted with conditions Panamsat Licensee Corp.'s ("PanAmSat's") application for Special Temporary Authority, File No:
SAT-STA-20050818-00162. Accordingly, PanAmSat is authorized, for the period of 30 days commencing with the date that the
Galaxy 15 satellite arrives at the 150.0° W.L. orbital location, to conduct in-orbit-testing of the Galaxy 15 satellite at the 150.0° W.L.
orbital location and upon completion of the test to drift the Galaxy 15 to its assigned orbital location of 133.0° W.L.

Granted with conditions Lockheed Martin Corporation's request for special temporary authority to perform in-orbit testing of its
LM-RPS2 payload at 118.7º W.L. for a period of 30 days. Accordingly, Lockheed Martin Corporation is authorized to perform
in-orbit testing of its LM-RPS2 payload from September 19, 2005 to October 18, 2004.
