The applications listed below have been found, upon initial review, to be acceptable for filing. The Commission reserves
the right to return any of the applications if, upon further examination, it is determined the application is not in
conformance with the Commission's rules or its policies. Consideration of each satellite application in this Public Notice
may depend on the Commission's action on another satellite application earlier in the queue. Petitions, oppositions and
other pleadings filed in response to this notice should conform to Section 25.154 of the Commission's rules, unless

This application seeks authority for EchoStar 4 to cease operations at the 157º W.L. orbital location for a period of more than 90
days, pursuant to Section 25.161(c) of the Commission's rules, 47 C.F.R. § 25.161(c), in connection with relocation of the EchoStar 4
satellite to the 77° orbital location. This application was previously dismissed. See Memorandum Opinion and Order, DA 05-1581
(rel. June 3, 2005). On July 25, 2005 the International Bureau granted EchoStar's petition for reconsideration of that action and
reinstated this application. See Memorandum Opinion and Order, DA 05-2067 (rel. June 25, 2005).

This application seeks to move the EchoStar 4 satellite from its licensed orbital location at 157° W.L. to the 77° W.L. orbital
location, where it would be operated by QuetzSat, S. de R.L. de C.V. (QuetzSat) pursuant to a license from Mexico. This application was
previously dismissed. See Memorandum Opinion and Order, DA 05-1581 (rel. June 3, 2005). On July 25, 2005 the International
Bureau granted EchoStar's petition for reconsideration of that action and reinstated the request for special temporary authority (STA)
insofar as it seeks authority to transfer control of EchoStar 4 satellite from EchoStar to QuetzSat. See Memorandum Opinion and
Order, DA 05-2067 (rel. June 25, 2005). Pursuant to two other STAs, EchoStar 4 has already been drifted to the 77° W.L. orbital
location and is currently operating at that location under U.S. authority. The reinstatement of this application is based on revised
technical parameters that were submitted by EchoStar in its petition for reconsideration and supplemental materials.
