SAT-AMD-19990222-00024               CS91004        PANAMSAT LICENSEE CORP.
Amendment
PanAmSat Licensee Corporation has filed an amendment to its pending application for modification of the PAS-5 satellite at 194
degrees W.L. (See File No. SAT-MOD-19980928-00078.) The PAS-5 satellite was launched in November 1998. During in-orbit
testing, discrepancies were discovered and this amendment changes two of the satellites beams to correct these discrepancies. The
changes eliminate the coverage of the United States that are subject to PanAmSat's non-conforming use request and, therefore,
PanAmSat withdraws that request as it relates to these two beams, limiting the request to the one remaining 12.25-12.7 GHz beam
covering the United States.



SAT-LOA-19990331-00035               S2369          DIRECTV, INC.
Launch and Operating Authority
DIRECTV, Inc. has filed an application to launch and operate a replacement satellite, DBS-1R, to be colocated with DIRECTV's
existing network of Direct Broadcast Satellite system satellites at 101 degrees W.L. DIRECTV operates a three DBS satellites at 101
degrees W.L. -- DBS-1, DBS-2 and DBS-2A. The DBS-1R satellite is a new HS-601HP model satellite intended to replace the DBS-1
satellite at 101 degrees W.L. and provide capacity for additional new channels. DIRECTV intends to operate on a non-broadcast,
non-common carrier basis. The anticipated launch date for the DBS-1R satellite is August, 1999.



SAT-MOD-19990318-00029               S2103          ORBITAL COMMUNICATIONS CORPORATION ( d/b/a ORBCOMM )
Modification
Orbital Communications Corporation (Orbcomm) has filed an application to modify its authorization to to construct, launch and
operate it Non-Voice, Non-Geostationary Mobile Satellite System. In this application, Orbcomm requests authority to alter the
altitude and number of satellites in its equatorial plane (0 degrees inclination). Specifically, Orbcomm would increase the altitude from
approximately 825 km to approximately 1000 km and reduce the number of satellites in the plane from eight to seven.

Transfer of Control

EarthWatch Incorporated has filed an application for Transfer of Control of its Remote Sensing Satellite authorization. The change
of control will be effected by the issuance of newly issued common voting shares to be issued to to existing shareholders and to one new
shareholders. After issuing the share and upon closing, no one shareholder will have control of the company. As a result of the
issuance of new shares, control will pass from Ball Aerospace Corporation to the board of directors.

   Loral SpaceCom Corporation d/b/a Loral Skynet has withdrawn its request for Special Temporary Authority to operate the
   SatMex V satellite. See Letter from Loral SpaceCom Corporation, dated March 16, 1999.
