In this Amendment, Star One requests a waiver, to the extent necessary, of the full frequency reuse requirement in Section 25.210(f) of the Commission’s Rules, 47 C.F.R. § 25.210(f), with respect to the Ku-band payload of the satellite. Date Filed: 05/23/2005 17:09:41:82300 Modification SkyTerra Communications, Inc. has filed an application for modifcation of its license to construct, launch and operate a geostationary orbit (GSO) satellite system in the Fixed-Satellite Service (FSS) using the Ka-band frequencies. On April 19, 2005, SkyTerra was authorized to operate a two-satellite platform Ka-band system at 95° W.L. (See File No. SAT-LOA-20050214-00038, Grant Stamp, April 19, 2005). By this modification, SkyTerra seeks to switch from a two-satellite broadband platform to a one-satellite broadband platform. The modified SkyTerra satellite system will consist of one satellite - SkyTerra-1 - located in and operating from the 95° W.L. orbital location. The satellite will incorporate a multi-beam payload architecture providing three distinct coverage patterns across the continental United States (CONUS), including full CONUS coverage, regional coverage using multiple contiguous spot beams and market-specific spot beams for targeted service delivery. The space system will utilize the GSO portion of the Ka-band spectrum in each direction, including the 18.3-18.8 GHz and 19.7-20.2 GHz bands in the space-to-Earth direction and the 28.35-28.6 GHz and 29.25-30 GHz bands in the Earth-to-space direction. Star One S.A. has filed a Petition for Declaratory ruling to add the Star One C1 satellite at 65º W.L. to the Permitted Space Station List. Star One seeks to provide service in the United States using 14000-14500, 11700-12200, 5925-6425 and 3700-4200 MHz frequencies. Star One has been licensed by Brazil to operate the Star One C1 satellite at the 65º W.L. orbit location. Star One will provide Fixed-Satellite Service services from the Star One C1 satellite using the C-band and Ku-band frequencies throughout North, Central and South America, including much of the United States. Star One requests a waiver of certain milestones and a partial waiver of the requirement to post a $3 million bond pursuant to Sections 25.137, 25. 164 and 25.165 of the Commission’s rules. In addition, Star One requests waivers of several technical rules: (1) Section 25.210(a)(3) of the rules requiring C-band transponders to have the capability of switching polarization sense upon ground command to permit flexibility in assignment of U.S. orbital positions and to mitigate potential interference between adjacent satellites transmitting analog TV signals; (2) Section 25.210(i) requiring satellite antennas to provide cross-polarization isolation of at least 30 dB throughout a satellite’s primary coverage area; (3) Section 25.211(a) of the Commission’s rules requiring C-band analog TV transmissions to occur at specific center frequencies; and (4) Section 25.211(b) requiring Ku-band analog TV transmission center frequencies to be provided to adjacent satellite operators in the context of international satellite coordination.
