In ICO Satellite Services, G.P., DA 05-1504 (released May 24, 2005), the Bureau found that ICO Satellite Services, G.P. met the
Contract Execution and Critical Design Review milestones associated with its authorization as modified. Accordingly, the amount of
ICO's bond, due on June 24, 2005, may be reduced by 25% for each milestone as provided in the Amendment of the Commission's
Space Station Licensing Rules and Policies, First Report and Order and Further Notice of Proposed Rulemaking, IB Docket No. 02-34,
18 FCC Rcd 10760 (2003); Amendment of the Commission's Space Station Licensing Rules and Policies, First Order on
Reconsideration and Fifth Report and Order, IB Docket No. 02-34, 19 FCC Rcd 12637 (2004).

On May 26, 2005, the Policy Branch, Satellite Division, GRANTED with conditions DIRECTV Enterprises, L.L.C.'s (DIRECTV)
requests for special temporary authority filed on May 6, 2005, IBFS File No. SAT-STA-20050506-00095 and
SAT-STA-20050506-00096. Accordingly, DIRECTV is authorized on a non-interference basis (1) to operate Tracking, Telemetry,
and Command functions in the 17307 MHz (Earth-to-Space) and 12203.25 and 12203.75 MHz (Space-to-Earth) frequencies at and
during transit between the 102.8° W.L., 99.2° W.L., and 101° W.L. orbital locations and (2) to operate the Ka-band communications
payload on the DIRECTV 8 satellite at the 102.8° W.L. orbital location for up to four days ending on June 3, 2005, and thereafter to
drift to the 99.2° W.L. orbital location and operate the Ka-band communications payload for a period of up to 18 days ending June 23,
2005 in accordance with the terms, conditions, and technical specifications set forth in its application.

SAT-STA-20050506-00096. Accordingly, DIRECTV is authorized on a non-interference basis (1) to operate Tracking, Telemetry,
and Command ("TT&C") functions in the 17307 MHz (Earth-to-Space) and 12203.25 and 12203.75 MHz (Space-to-Earth)
frequencies at and during transit between the 102.8° W.L., 99.2° W.L., and 101° W.L. orbital locations and (2) to operate the Ka-band
communications payload on the DIRECTV 8 satellite at the 102.8° W.L. orbital location for up to four days ending on June 3, 2005,

On May 23, 2005, SkyTerra Communications, Inc.submitted a three million dollar performance bond, payable to the U.S.
treasury, in conformance with this condition in its space station license. At the same time, SkyTerra filed an application for
modification of its license. See File No. SAT-MOD-20050523-00106.

SkyTerra Communications, Inc.did not submit a three million dollar performance bond for this license. Therefore, this
authorization is null and void pursuant to condition 2(e) of the Grant Stamp Authorization (grant date April 19, 2005; Public
Notice, Report No. SAT-00287 (released April 22, 2005)). SkyTerra has filed an application for modification of its license to
change from two co-located satellites (see File No. SAT-LOA-20050214-00038) to one satellite. See File No.
SAT-MOD-20050523-00106.
